Zimmerman Associates, Inc. (ZAI) is seeking a Project Manager to support one of our large federal agency clients in an onsite role located in College Park, MD. The ideal candidate will have experience supporting the oversight of complex programmatic coordination and execution of records and information management (RIM) capabilities and be motivated, driven, and client-focused to join our highly collaborative and customer-oriented team.
The objective of this effort is to support the operation of a Document Control Unit by delivering records and information management services across the full lifecycle of records. This includes submission processing, digitization, data entry, quality control, and management of physical and electronic repositories, while supporting the transition to a more efficient, compliant, and largely electronic records environment.
Project Manager Salary Range: $105,000 – $110,000
Primary Responsibilities:

Lead day-to-day activities and work closely with various teams to ensure customer satisfaction, financial and schedule performance, and risk/opportunity management

Provide centralized planning, direction, and control required to meet cost, schedule, and performance goals throughout the lifecycle of the RIM program

Lead all meetings and the integrated project team (IPT) (kick-off through project closure)

Demonstrate proper working knowledge of recordkeeping, organization, handling, storage, retrieval, and destruction of records, and adhere to internal policies and NARA guidance and requirements

Review, synthesize, and prepare highly technical, sensitive, and complex documents, briefing materials, management directives, and correspondence

Demonstrate the ability to communicate and collaborate effectively with federal and contract staff

Serve as the main point of contact for all programmatic, technical, cost, and administrative communications with stakeholders

Minimize all costs and risks to the programs while ensuring the highest quality

Be responsible for meeting program schedules and remaining under budget

Develop and maintain the Program Plan to include schedules, budgets, and resources

Manage program risks and issues, as well as identify opportunities

Ensure that all project deliverables are completed on time and meet required quality standards

Develop and maintain relationships with key stakeholders

Provide regular project status updates to both senior client stakeholders and corporate leadership

Ensure compliance with all FAR regulations

Develop and manage the work breakdown structure (WBS) of projects

Track project performance, specifically to analyze the successful completion of short- and long-term goals

Develop and manage annual project budgets and meet budgetary objectives, adjusting project constraints based on financial analysis
Required Qualifications:

Must have a Bachelor’s degree in Business Administration, Public Administration, or a related field aligned with Records and Information Management (RIM)

Minimum of six (6) years of experience managing records and information management projects, preferably within a government or contract environment

Demonstrated experience managing regulatory document control and records management operations, including oversight of staff and coordination across teams

Strong knowledge of records management lifecycle processes, including records inventories, file plans, and disposition schedules

Proven ability to plan, integrate, and manage high-volume document processing operations in both automated and manual environments

Experience delivering strong customer service and effectively supporting client needs

Proficiency in project management tools and best practices, including task delegation, performance tracking, and continuous improvement

Excellent communication skills, with the ability to work effectively with federal stakeholders, management, and technical teams

Professional certification in Project Management or Records and Information Management preferred

U.S. Citizenship required; prior Federal Government experience required

Equivalent combinations of education and experience may be considered in accordance with substitution guidelines
Additional Requirements:

Ability to obtain and maintain any required government suitability or clearance, if applicable

Ability to work on-site in College Park, MD on a full-time basis
