Job Summary
GENERAL STATEMENT OF DUTIES: This position plans, leads, manages, coordinates, supervises, and evaluates the overall operation of the Police Department of the Village of West Salem Ohio and the activities of all its Officers. The Chief also ensures the enforcement of Village Ordinances, State and Federal laws to protect life and property within the Village of West Salem. The Chief shall embrace and adhere to the core values of the Village: Integrity, Respect, Positive Communication, Teamwork, Accountability, Positive Attitude, and Dedication to Service.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The Chief of Police shall:
1.) Oversee, direct, control, plan, coordinate, and supervise the overall day-to-day operation of the Police Department and its Officers.
2.) Develop policies and procedures for the Police Department to implement directives from the Village Mayor.
3.) The Chief of Police primarily holds an administrative position, but on occasion is also required to perform the duties of a patrol officer. The Chief is a working administrator that both assists in the field and accomplishes administrative tasks in the office.
4.) Review department performance and/or effectiveness, recommends policy/procedure adjustments to the Mayor to minimize deficiencies.
5.) Attend Village Council meetings and present a monthly activity report to same.
6.) Attend all other area meetings pertinent to Police Department operations, including but not limited to County Chiefs Association, OACP, Medway, EMA, OneEighty, Inc and report outcomes to the Mayor. In the event the Chief is unable to attend, with prior consent from the Mayor, the Chief may send another Officer to represent the department.
7.) Attend conferences, meetings, and trainings to keep abreast of current trends in the law enforcement profession.
8.) Attend weekly meetings with the Mayor to review all Police Department activity.
9.) Schedule and lead quarterly meetings with all members of the Police Department, especially considering the schedules of part-time Officers, evenings, weekends, etc.
10.) Perform subordinate Officer annual evaluations, face to face, at least thirty (30) days prior to their due date and submit to the Mayor.
11.) Develop and maintain a safety program within the Police Department.
12.) Develop and maintain a public relations program that insures the Department has positive relations with other departments, agencies, the media, and citizens.
13.) Assist the Village Fiscal Officer in the preparation of the annual budget and ensure the department operates within said budget.
14.) Directs the development and maintenance of systems, records and legal documents that provide for the proper evaluation, control and documentation of police department operations.
15.) Hears and reviews grievances, maintains police department discipline and general behavior of assigned personnel.
16.) Investigate all allegations of police misconduct by contacting persons directly involved, writing a report identifying all versions of the alleged misconduct, and documenting disciplinary or non-disciplinary action, and reporting same to the Village Mayor.
17.) Investigate all citizen complaints/problems; recommend and/or initiate solutions. Prepare accurate, complete, and timely reports on all such activities.
18.) Review and advise department personnel in complex criminal or other investigations, assume direct command in emergency situations or major law enforcement operations.
19.) Perform the duties of subordinate personnel as needed, including but not limited to patrolling of the Village streets, either on foot or in a patrol vehicle.
20.) Return phone messages the same day they are received. Respond to requests for reports from individuals, insurance companies, or other agencies withing five business days.
21.) Respond in writing to written letters, notes, memos, or emails within five business days.
22.) When on patrol duty, investigate crimes or unusual situations, respond to calls for service or initiate action as appropriate, enforce all Village Ordinances, State and Federal laws.
23.) Conduct security checks in accordance with department policy, perform crowd control at public gatherings.
24.) Operate/maintain and ensure subordinates can operate all department equipment, including but not limited to: breathalyzer, radar, radios, and patrol vehicles.
25.) Perform traffic control duty, arrests, verbal warnings, written warnings, or citation to individuals who violate traffic laws.
26.) Respond to Fire District calls within the Village, provide any assistance needed and prepare necessary reports.
27.) Assist other law enforcement agencies, as requested.
28.) Transport prisoners, testify in court, serve warrants, serve civil papers, provide civil standby requests as required.
29.) Perform all other duties and tasks as assigned by the Village Mayor.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES (KSA’s)
1.) Knowledge of administration and management: principles and processes involved in business and organizational planning, coordination and execution. This includes strategic planning, resource allocation, manpower modeling, and leadership techniques.
2.) Knowledge of public safety and security: rules and regulations for the protection of people and property, including the use of weapons and force.
3.) Knowledge of law and government: laws, penal code, court procedures, precedents, government regulations, executive orders, police department rules and the democratic political process.
4.) Knowledge of the English language: the structure and content of the English language, including the meaning of words and grammar.
5.) Knowledge of the techniques necessary to conduct criminal investigations, including evidence collection, obtaining witnesses, making arrests, and performing follow-up investigations.
6.) Ability to demonstrate competency in visionary leadership: provide vision and inspiration to peers and subordinates.
7.) Ability to demonstrate competency in managing people: develops subordinates skills and encourages professional growth.
Pay: $23.00 - $25.00 per hour
