Software Resources has an immediate job opportunity for a Learning & Development - Training Developer with a major corporation in Burbank, CA. Can also be located in New York City. On-site 4 days per week, Remote Fridays.

Must Haves:
- Looking for an Architect, more of a Business Systems Analyst, BA and PM all combined into one. This candidate will wear multiple hats and be a skills expert to upscale employees
- Must have excellent comm skills
- The successful candidate will take market direction as far as talent and assess what they have in-house and what do they need from a skills learning perspective to upscale current employees
- They will be assessing what skills are out there, what tasks are needed and analyze what they need internally
- Candidates need hands-on experience with Workday Success Factor
- Phenom experience is only a PLUS
Job Description:
Workforce Technology focuses on supporting the end-to-end product lifecycle for technology that enables the HR function across The Company. Within Workforce Technology, the HR Systems Optimization (HRSO) program is executing a set of strategic priorities to modernize and scale the enterprise talent and learning ecosystem.
We are simultaneously setting direction, advancing what we already know needs to move, and building the foundational skills architecture required to sustain and scale the future state. This Staff Augmentation engagement is part of a targeted set of resources proposed to accelerate HRSO Talent & Growth (T&G) priorities specifically building an enterprise-wide skills foundation that connects across talent intelligence, learning, and talent management.
The Skills Foundation Lead Learning & Talent will execute the implementation of a enterprise skills foundation, adjusting the existing skills setup (where present) while establishing a consistent in-system taxonomy, task-to-skill and job-to-skill mapping, system integration, and alignment across talent and learning platforms. The focus is on
implementing an initial skills foundation within enterprise applications that can be further scaled as the skills and task ontology matures.
Skills Architecture & Implementation:
" Partner with business leaders to determine the technical design, sequence, and timeline required to implement an initial task/skills foundation across enterprise talent and learning platforms.
" Assess and modernize or replace the existing enterprise tasks and skills in-system setup, including current taxonomy, data structures, and platform configuration.
" Assess and implement initial tasks and skills where none currently exist.
" Map tasks to skills and jobs to skills within applications resulting in an in-system usable skills architecture that reflects how work is performed leveraging inputs for other work such as an internal Role Builder Job Architecture tool or external skills assessment tools.
Platform Alignment & Integration:
" Enable integration of skills data across enterprise talent, learning, and performance applications.
" Align skills mappings to learning content, roles, and talent data across platforms (e.g., Workday, SAP SuccessFactors).
" Identify and resolve gaps in skills data consistency across talent & learning.
Governance & Sustainability
" Establish governance and processes to maintain the skills taxonomy, task mappings, and job architecture
in partnership with Technology Product and Center of Excellence (CoE) teams.
" Document methods and define repeatable processes to map skills to learning content at scale.
" Document learnings from initial pilots to inform further scaling of the skills foundation.
Expected Outcomes
" Technical design identified and documented for the enterprise skills foundation.
" Basic core tasks and skills taxonomy implemented across learning and talent applications.
" Learnings from pilots captured to enable further scaling.
" Defined and demonstrated method to map core skills to learning content in mass.
" Connected enterprise skills data layer across talent, learning, and workforce planning.
" Basic core task-to-skill and job-to-skill mappings established to support future capabilities such as career pathing, workforce planning, and talent marketplace.
Must Haves (Years of Experience, Tools, Languages, Certifications, etc.):
" 7+ years of experience in HR technology, workforce technology, or talent/learning platform implementation.
" Hands-on experience building or implementing skills taxonomies, task frameworks, or job architectures within enterprise HR or learning systems.
" Experience configuring and integrating platforms such as Workday (Skills Cloud, Talent Management, Learning) or SAP SuccessFactors (Skills & Competencies, Learning) or Phenom (Internal Marketplace, Succession, Skills, Career Pathing)
" Proven ability to translate business requirements into technical system design and configuration.
" Experience mapping skills and tasks to job architectures and learning content at scale.
" Strong understanding of enterprise HR data structures, integration patterns, and platform dependencies.
" Demonstrated ability to establish data governance processes and maintain taxonomy frameworks across product and CoE teams.
" Excellent written and verbal communication skills; experience influencing and presenting technical recommendations to HR and business stakeholders.
" Experience working in large, matrixed, global organizations with multiple stakeholder groups and interconnected priorities.
Nice to Haves:
" Experience supporting skills-based operating model transformations or large-scale HR modernization programs.
" Agile or product management methodology experience.
" Experience with AI-enabled skills inference tools or skills engines (e.g., Eightfold AI, Lightcast/Emsi, LinkedIn Skills Graph).
" Deep experience with Phenom, Workday, or SAP SuccessFactors HR capabilities
" Familiarity with talent marketplace, internal mobility, or workforce planning platforms.
" Experience with job architecture frameworks.
"
Tools: AI tools, Airtable, ServiceNow CMDB, Clarity, or similar program tracking tools.
Education:
" Bachelor's degree in Computer Science, Information Systems, Human Resources, Organizational Development, or a comparable field of study, and/or equivalent work experience.
