POSITION SUMMARY
APV is seeking a highly experienced Senior Executive Resources Specialist to provide strategic and operational support to the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO), Executive Resources Program. The selected individual will serve as a senior advisor and subject matter expert responsible for supporting the administration and oversight of DHS Executive Resources programs, including Senior Executive Service (SES), Senior Level (SL), Scientific and Professional (ST), Executive Schedule (EX), TSA Executive positions, and other executive personnel actions.
The Senior Executive Resources Specialist will ensure executive personnel actions comply with applicable laws, regulations, DHS policy, OPM guidance, and internal governance processes while supporting executive workforce planning, position management, staffing, performance management, and reporting
DUTIES

Serve as a senior advisor on Executive Resources policies, procedures, and strategic initiatives.

Manage executive personnel actions involving SES, SL, ST, Executive Schedule, TSA Executive, and other senior leadership positions.

Provide expert guidance on executive staffing, appointments, reassignments, details, transfers, compensation, performance management, awards, and separations.

Review and validate executive personnel packages for completeness, regulatory compliance, and quality prior to executive approval.

Coordinate executive staffing actions with DHS Components, OPM, Office of General Counsel (OGC), and senior DHS leadership.

Develop executive briefing materials, decision memoranda, staffing packages, and correspondence for senior officials.

Maintain executive position inventories, executive workforce databases, and position management records.

Monitor executive Full-Time Equivalent (FTE) allocations, executive position ceilings, and authorized executive resources.

Prepare recurring and ad hoc executive workforce reports, dashboards, metrics, and leadership briefings.

Analyze executive workforce trends and provide recommendations supporting succession planning and executive workforce strategy.

Support executive performance management processes, including performance plans, ratings, awards, and certification activities.

Coordinate executive recruitment activities and executive qualification review processes.

Interpret OPM regulations, DHS policies, Executive Orders, and statutory requirements impacting Executive Resources.

Provide technical assistance to DHS Components regarding executive staffing requirements and policy interpretation.

Assist with executive governance boards, review panels, and executive advisory meetings.

Support audits, data calls, congressional inquiries, Inspector General requests, and executive program reviews.

Identify opportunities to improve Executive Resources business processes through automation, workflow improvements, dashboards, and AI-enabled solutions.

Collaborate with HR Information Systems, Classification, Workforce Planning, Human Capital Strategy, and other HR functional areas to support enterprise human capital initiatives.

Maintain confidentiality while exercising sound judgment in handling highly sensitive executive personnel information.
EDUCATION
- Bachelor’s degree in Human Resources, Public Administration, Business Administration, Organizational Management, or a related discipline.
REQUIRED QUALIFICATIONS

Minimum of 8 years of progressively responsible Federal Human Resources experience.

Minimum of 5 years supporting Federal Executive Resources programs
- Demonstrated expertise supporting:

Experience working in fast-paced Federal executive environments with multiple stakeholders.

Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
- Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
- Must be authorized to work in the United States without employer sponsorship now or in the future.
PREFERRED QUALIFICATIONS

Experience supporting DHS Executive Resources programs.

Knowledge of DHS organizational structure and Component operations.

Experience supporting Executive Resources within large Cabinet-level agencies.

Familiarity with HR information systems, executive workforce databases, and reporting tools.

Experience developing executive dashboards, metrics, and workforce analytics.

Knowledge of AI-enabled business process improvement, workflow automation, and low-code/no-code solutions supporting Human Capital operations.
