JOB The Human Resources Administrator (Classification & Compensation) is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Corridor Joint Powers Board (Caltrain), and San Mateo County Transportation Authority (TA).

Examples of Essential Functions:

Serve as the subject matter expert in classification and compensation, market salary information, salary surveys, and job offers; providing information and recommendations in line with policies.

Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources.

Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of classification and compensation.

Provide leadership in change management related to classification and compensation including communication with District staff on updated policies and procedures.

Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing analysis and information relating to compensation and classification.
Examples of Duties:

Conduct reviews of position descriptions and determine appropriate level of compensation based on market data comparators and internal alignment.

Act as an independent reviewer on all compensation issues including job offers, FLSA exemption reviews, classification analysis, and related issues.

Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff.

Lead meetings to present salary and budget recommendations, policy updates, and individual classification review results with staff, management, and consultants.

Manage the work of consultants, including scheduling and hosting meetings, supporting information gathering and the decision-making process.

Lead bi-annual leveling and compensation review cycles for consistency, accuracy, and fairness.

Provide ad hoc classification and compensation support.

Prepare and present presentations, reports, and data visualizations.

Maintains reports, manuals, datasets and files.

Assess and review compensation and classification policies and procedures for improvements.

Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
