Position Description:
The Seattle Police Department Grants and Contracts Unit is recruiting for a Grants and Contracts Manager (Ord. Title: Planning and Development Specialist, Sr-BU). This Grants and Contracts Manager position has primary responsibility for managing federal grant programs and developing contracts, of various types. This position works in close coordination with Project Managers to develop contracts that meet City contracting regulations, works with Project Managers and the SPD Fiscal Unit to ensure federal grant requirements are met; monitors and approves grant expenditures; tracks project progress; ensures City purchasing rules are followed, and ensures that grant special conditions are met as outlined in federal and state grant guidelines. We are seeking an applicant with strong financial and grant management knowledge and skill.
EXAMPLE OF DUTIES
Position Duties and Responsibilities:

Develop various types of contract documents, ensure City and Department contracting policy compliance, meeting City contracting standards.

Research and advise on grant funding opportunities; facilitate the grant application process and submit all required application documents to the grantor.

Work in close coordination with Project Managers and the SPD Fiscal Unit to ensure that project development and implementation is seamless and all grant requirements are met.

Evaluate financial data associated with grant programs and develop routine or ad hoc reports for other program and project personnel to aid in their decision-making process.

Know and understand federal financial and grant management regulations and requirements and apply them to the management of grants.

Work in close coordination with Grantor agencies to seek guidance, make official requests, and provide status reports.

Prepare progress reports, legislation, or ordinances to accept grant funding.

The full salary range for this position is $56.23 - $65.54 per hour.
New employees begin at Step 1 of the pay progression, which is $56.23 hourly. Current City employees’ starting rate of pay will be based on Personnel Rules regarding promotions. This is a full-time (1.0 FTE) regular position with full benefits. This is a Civil Service position eligible for overtime.
