The Program Coordinator directs and supervises assigned programs, projects, contracts, and grants by initiating, marketing, and managing all related activities while serving as a liaison with other County, state, federal, and community agencies. Exercises considerable independent judgement in planning, directing, and evaluating housing search, placement, and stabilization operations to successfully transition homeless individuals into permanent housing units. Provides direct leadership to a team of Housing Specialists within the Continuum of Care (CoC) system; the supervisor ensures local landlord recruitment targets are met while maintaining strict compliance with Housing and Urban Development (HUD) guidelines, CoC standards, and local program policies. Performance is evaluated by the Program Manager through reports, program outcomes, and overall operational effectiveness.
QUALIFICATIONS
This position requires qualified applicants to possess one of the following:

A Bachelor’s Degree in Social Work, Public Health, Public/Business Administration, Sociology, or Psychology; minimum of three (3) years of experience in social work, government administration, or related field, which includes one (1) year in a leadership or administrative role,
OR

An unrelated Bachelor’s Degree; minimum of four (4) years of experience in social work, government administration, or related field, which includes one (1) year in a leadership or administrative role,
OR
-
An Associate’s Degree in Social Work, Public Health, Public/Business Administration, Sociology, or Psychology; minimum of five (5) years of experience in social work, government administration, or related field, which includes one (1) year in a leadership or administrative role,
OR
-
Graduation from high school or an equivalent recognized certification; minimum of seven (7) years of experience in social work, government administration, or related field, which includes one (1) year in a leadership or administrative role,
PREFERRED QUALIFICATIONS
Preferred qualifications include:

Four (4) years of experience working with housing assistance programs,
-
Experience with HUD regulations (Fair Market Rent [FMR], rent reasonableness, Housing Quality Standards [HQS]) or using Homeless Management Information System (HMIS) or systems serving individuals experiencing homelessness,

Experience in dispute mediation,

Experience in public speaking to small and large groups (must specify on application),

Experience with public housing programs and real estate or property management, and
-
Bi/trilingual (English/Spanish/Creole) capabilities are highly desired.
