POSITION OVERVIEW
The Homeowner Services Compliance Officer is responsible for preserving and enhancing the quality, appearance, and integrity of the community by conducting regular inspections and identifying potential violations of the Association's Governing Documents, including the Covenants, Conditions & Restrictions (CC&Rs), Rules and Regulations, and Architectural Guidelines. This position requires driving throughout the community, keen observational skills, accurate documentation, and professional interaction with residents and homeowners.
The Compliance Officer serves as an objective representative of the Association and ensures that compliance matters are handled fairly, consistently, and in accordance with established HOA policies and California law.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Community Inspections
- Conduct scheduled and unscheduled inspections of exteriors throughout the community by vehicle and on foot.
- Observe and identify potential violations of HOA governing documents, including:
- Property maintenance issues
- Landscaping violations
- Architectural modifications without approval
- Parking violations
- Trash container storage violations
- Signage violations
- Exterior property appearance concerns
- Common area misuse
- Monitor compliance with community standards and established HOA regulations.
- Coordinates inspections with Security.
Documentation and Reporting
- Accurately document observed violations using inspection software, mobile applications, photographs, and written reports.
- Maintain detailed records of inspections, findings, correspondence, and follow-up actions.
- Prepare compliance notices and violation reports in accordance with HOA policies and procedures.
- Ensure all documentation is factual, objective, and legally defensible.
Resident Relations
- Respond professionally and courteously to homeowner inquiries regarding compliance matters.
- Provide residents with information regarding HOA rules, regulations, and compliance procedures.
- Maintain a positive and customer-service-oriented approach while enforcing community standards.
Follow-Up and Enforcement
- Conduct re-inspections to verify corrective actions and compliance.
- Track open violations and ensure timely follow-up.
- Coordinate with Security & Management regarding enforcement actions and compliance trends.
- Preparing compliance reports.
Administrative Responsibilities
- Maintain confidentiality regarding homeowner information and association business.
- Utilize HOA management software, databases, and reporting systems.
- Support management staff with compliance-related projects and community initiatives.
- Stay informed regarding updates to governing documents and applicable California HOA regulations.
Qualifications
Education and Experience
- High school diploma or GED required.
- Knowledge of Davis Sterling
- Previous experience in HOA compliance, property management, code enforcement, inspections, or related field preferred.
- Knowledge of homeowner association operations and governing documents is highly desirable.
- Knowledge of Northstar or similar software.
Skills and Abilities
- Strong attention to detail and observational skills.
- Ability to interpret and apply HOA CC&Rs, Rules and Regulations, and Architectural Guidelines.
- Excellent written and verbal communication skills.
- Ability to handle difficult situations professionally and diplomatically.
- Strong organizational and time management skills.
- Proficiency with computers, tablets, mobile applications, and Microsoft Office Suite.
- Ability to work independently with minimal supervision.
Physical Requirements
- Driving throughout the community on a regular and sometimes daily basis.
- Ability to enter and exit a vehicle repeatedly during inspections.
- Ability to walk community areas and inspect properties.
- Ability to occasionally lift up to 25 pounds.
- Ability to work outdoors in varied weather conditions.
- Ability to view and photograph properties from public streets and common areas.
Licensing and Requirements
- Valid California Driver's License with an acceptable driving record.
