About the Role
Avatara Care Solutions is preparing to file our Texas HCSSA license application with HHSC to launch a home health and personal care agency in Texas. We are seeking an experienced, Texas-licensed RN to guide us through the pre-launch licensing process and serve as our designated Supervising Nurse on the application. We are ready to begin immediately.
This is a fully remote, focused, pre-launch consulting engagement. The scope is intentionally narrow: get us licensed. Work is 100% remote, flexible, and designed to fit alongside an existing full-time role.
What Makes This Engagement Lighter Than Most
We already have a complete suite of policies, procedures, and operational templates provided by our affiliated franchise partner. Your role is not to write P&Ps from scratch.
Your role is to review the provided franchise templates, customize Texas-specific clinical sections (QAPI, infection control, emergency preparedness), confirm alignment with 26 TAC Chapter 558, and ensure documents will pass an initial HHSC survey. The franchise provides ongoing support throughout — you're not doing this alone.
This typically reduces the workload to a fraction of a from-scratch licensure project.
Scope of Work — Pre-Launch Licensing Phase
- Serve as our designated Supervising Nurse on the HHSC Form 2021 / TULIP application

Review and customize the franchise-provided policies and procedures manual to meet Texas HCSSA requirements

Review HR policies, clinical job descriptions, and competency evaluation forms

Prepare us for the initial on-site survey following our first patient admission
Required Qualifications
- Active Texas RN license (or NLC compact state) in good standing — no board actions

Minimum 1 year of RN experience within the last 36 months (per 26 TAC §558.244)

Strong written communication — you will be tailoring documents that HHSC reviewers will read
Path Forward After Licensure
If the engagement works well for both sides, we are open to extending the relationship after the license is issued — but there is no expectation either way. Possible paths include:
- Wrap the engagement cleanly at license issuance (default)

Continue on a low-volume retainer as Supervising Nurse / Quality Consultant

Step up to a part-time Director of Nursing on an on-call basis

Convert to a full-time Director of Nursing as our patient census grows

Compensation
Budget range: $85–$125 per hour (1099), with flexibility for the right experience. We are also open to a monthly retainer or flat project-fee structure if that works better for you.
