The City of Westbrook is seeking a creative, strategic, and collaborative Communications & Marketing Manager to serve as the City's primary communications resource. Working closely with City leadership, departments, elected officials, the media, and the public, this position develops and implements communication and marketing strategies that promote transparency, public engagement, City services, programs, projects, and community events.
The position is also responsible for overseeing the City's public access television, livestreaming, digital media platforms, and audiovisual services for public meetings.

Key Responsibilities:
- Develop and implement City-wide communications, marketing, and public engagement strategies.
- Draft press releases, newsletters, speeches, talking points, website content, and other public communications.
- Coordinate media relations and respond to media inquiries with City leadership.
- Manage and maintain City website and social media content.
- Develop marketing campaigns and promotional materials that highlight City services, programs, events, and quality of life.
- Maintain the City's branding standards and visual identity.
- Create and coordinate video, graphic, digital, and other multimedia content.
- Oversee public access television, livestreaming, meeting recordings, and digital media platforms.
- Coordinate the operation, maintenance, and lifecycle management of audiovisual equipment.
- Coordinate per diem staff, contractors, and vendors supporting communications and media services.
- Work collaboratively with City departments and attend public meetings and community events.
- Monitor assigned communications and marketing budgets and develop related policies and procedures.
- Performs other related duties and projects as assigned.
Education and Qualifications:
- Bachelor's degree in Communications, Public Relations, Marketing, Journalism, Digital Media, or a related field.
- Five (5) years of progressively responsible experience in communications, marketing, public relations, digital media, broadcast services, or a related field.
- Municipal or public sector communications experience preferred.
- Equivalent combinations of education and experience may be considered.

Compensation and Benefits:
- Competitive salary range of $72,218.38 - $85,069.57 per year depending on experience and qualifications.
- This position is a non-union position.

The City of Westbrook was a traditional mill city that has grown and diversified significantly over the last two decades to become a residential hub and business center for the region. Westbrook has a population of over 20,000 and covers 17.36 square miles. Westbrook is centrally located to both urban and rural amenities. Currently, the City employs approximately 195 full-time and 80 variable-hour employees, covered by five different Collective Bargaining Agreements. The department is staffed by three full-time employees.
