DESCRIPTION OF WORK
This role focuses on helping small and diverse businesses gain fair access to contracting opportunities through certification, goal setting, and compliance support. It involves investigations, outreach, training, and regular communication with vendors and purchasing staff. As a Small Business Analyst (Equal Opportunity Specialist 2), you will perform the following duties:
- Contract Review: Examine certifications and contract details to ensure they meet policies, laws, and regulations
- Stakeholder Relations: Build productive connections with businesses and purchasing staff to support equal access
- Training Support: Provide guidance, outreach, and education to small businesses at events and workshops
- Goal Setting: Complete calculations and review specifications to set participation goals for contracts
- Certification Guidance: Assist small businesses with certification processes and review documents for eligibility
- Compliance Monitoring: Check subcontract agreements and reports to verify alignment with contract requirements

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch. Work schedule may be negotiable based on operational needs.
- Telework: You may have the opportunity to work from home (telework) part-time, two days per week in the office. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
QUALIFICATIONS
Minimum Experience and Training Requirements:
- One year as an Equal Opportunity Specialist 1 or Human Resource Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Successful completion of the Pennsylvania Management Associate program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
- Two years of analytical experience in an equal opportunity program that includes one year of professional experience, and a bachelor’s degree; or
- An equivalent combination of experience and training.
