Overview
The Environmental Health & Safety (EHS) Specialist plays a key role in maintaining compliance with occupational and facility/environmental safety regulations across Cuyahoga County operations. This role develops, implements, and maintains safety programs; conducts facility and field inspections; delivers training; and works closely with County departments and contractors to identify, address, and prevent safety risks.
Distinguishing Characteristics
This is a journey-level classification that is responsible for coordinating EHS compliance across various County departments, including office facilities, public works sites, and field operations. Responsibilities include maintaining EHS programs, providing and coordinating safety training, performing inspections and investigations, and addressing employee safety concerns, with the goal to resolve risk, and ensure compliance with applicable regulations.
The role involves developing positive and cooperative working relationships with supervisors and leadership, fostering a collaborative approach to safety management and effective implementation of EHS programs.
Employees in this classification work under the general supervision of the Manager of Environmental Health & Safety and exercise discretion in applying EHS policies and procedures to resolve issues effectively.
Responsibilities
- · Develops, plans, and maintains EHS program policies and procedures. Coordinates safety equipment maintenance; monitors compliance; conducts field checks; identifies workplace hazards; determines safe work methods; and ensures timely communication of new or revised procedures. Guides department supervisors and leadership in drafting Job Hazard Analyses (JHAs) and implementing EHS programs.
· Designs, coordinates, and delivers EHS trainings on a wide range of topics, including safe lifting, traffic control, CPR, powered industrial trucks, respiratory protection, confined spaces, lockout/tagout, and trenching/excavation. Engages external trainers when needed. Prepares Toolbox Talks, ensures distribution and documentation, supports safety committees, and stays informed of regulatory changes. May assist in authoring and developing online training modules for the County Learning Management System (LMS).
· Conducts safety inspections and audits in County facilities and Public Works field environments to assess alignment with regulations, EHS programs, JHAs, and best practices. Investigates workplace injuries and facility complaints; documents findings, recommends corrective actions, and communicates results to leadership. Coordinates emergency drills with facility management and emergency management.
· Develops and manages programs addressing chemical, physical, and biological hazards, including bloodborne pathogens, pest/rodent management, indoor air quality, hazardous waste disposal, and underground storage tanks. Compiles project information, prepares reports, and maintains records and files.
· Administers safety‑related contracts, including hazardous waste disposal, fire protection services, equipment inspections, and safety training. Coordinates contractor activities, schedules services, conducts walk‑throughs, monitors project completion, verifies invoice accuracy, procures safety equipment with Finance and the EHS Manager, and recommends contract revisions when necessary.
· Performs related administrative duties, including preparing reports and records, responding to emails and phone calls, participating in trainings and meetings, supporting development of EHS policies and procedures, responding to regulatory inquiries, and communicating with County departments and outside agencies. Maintains awareness of changes in occupational safety, environmental regulations, and best practices.
Requirements
- Bachelor’s degree in environmental, Health, and Safety or related field with three (3) years of occupational safety, environmental, health and compliance, or related experience; or any equivalent combination of education, training, and experience. Valid driver license, proof of automobile insurance, and access to a vehicle. Additional Requirements: Must obtain course licenses or certification in the following within 6 months of employment - CPR Instructor and Hazardous Waste Operations.
Pay: $33.66 - $40.40 per hour
