The mission of the SC Commission for the Blind (SCCB), established in 1966, is to provide quality individualized vocational rehabilitation services, independent living services, and prevention-of-blindness services to South Carolinians who are blind or low vision leading to competitive employment and social and economic independence. The Procurement Manager II will, under limited supervision, reports to the Finance Director, to ensure proper compliance for procurement and recording of purchased assets with all state and federal requirements. The person will oversee all aspects of procurement and asset management utilizing the SC PRO and SCEIS. Coordinates and evaluates contractual agreements for compliance with agency, state, and federal regulations and policies.
The responsibilities of the Procurement Manager II include:

Plans and directs daily and long-range procurement operational functions in compliance with all Federal and State laws, regulations and guidelines. Review existing and new solicitations to determine the proper procurement process is followed to ensure compliance.

Formulates agency procurement policies and procedures and ensure compliance with the provisions of the Consolidated Procurement Code.

Assists in the purchase and inventory of all equipment annually as part of Asset Management.

Conducts pre-bid conferences and site visits and award contracts to vendors as well as monitor contracts for compliance.

Supervise the procurement staff and train agency staff related to procurement and assets. Renders final decisions on the awarding of contracts.

Directs preparation of all required reports such as MBE, quarterly reports, closing packages, and other as required.

Performs other duties as required.
Some instate travel may be required. EXAMPLE OF DUTIES State: A bachelor's degree and experience in procurement and contract management.
