MINIMUM QUALIFICATIONS:
a. Graduation from a regionally accredited or New York State registered college or university with a Bachelor's degree in Telecommunications, Computer Science, Civil Engineering, or a related field AND at least 5 years of experience in fiber networks, including outside plan (OSP) operations and network management OR
b. Graduation from a regionally accredited or New York State registered college or university with an Associate’s degree in Telecommunications, Computer Science, Civil Engineering, or a related field AND at least 7 years of experience in fiber networks, including outside plan (OSP) operations and network management OR
c. Any combination of training and experience equal to or greater than that specified in (a) and (b) above.
SPECIAL REQUIREMENTS:
This is an in-person role requiring daily on-site attendance to achieve essential functions. An individual in this role must live in Tompkins County or in one of the six adjoining counties within 3 months of starting the position.
The applicant will possess a valid NYS Driver’s License with a good driving record at the time of application and maintain such license for the duration of employment.
DISTINGUISHING FEATURES OF THE CLASS:
This position will oversee all aspects of the Town of Dryden and Caroline Fiber deployment project, Dryden Fiber. This includes the ongoing expansion of the fiber network and subsequent management of the day-to-day technical operations of the network. This role is ideal for a hands-on leader who can manage teams, vendors, deadlines, and can communicate effectively. This position will work collaboratively with the Dryden Fiber Executive Director, Account Manager, and finance staff.
TYPICAL WORK ACTIVITIES:
· Oversee all applications for utility pole attachments, monitor permit durations and approval time.
· Manage all consultants and vendor resources responsible for network deployment activity to ensure on-time project deliverables.
· Oversee quality assurance plans, inspection procedures, and acceptance criteria for the testing and approval of wireline installations.
· Forecast, schedule, and assign resource requirements for the timely completion of field audits; advance audits of project areas as the completion of construction becomes available. These audits will verify construction progress and confirm compliance with approved proposals and safety regulations.
· Identify project risks, deployment concerns, and mitigation strategies; evaluate contractor proposals and documentation; escalate concerns to Dryden Fiber leadership and any outside stakeholders.
· Maintain organized records of inspection results.
· After network deployment and activation is complete, maintain operations of network activity, including customer activation, expansion and maintenance.
· After network deployment and activation is complete, plan for any network expansion, upgrade or modifications, including the identification of resources, budget and timeline
· Monitor project budget, follow procurement rules, and assist in future financial projections.
KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
· Experience with utility pole licensing and permitting processes across New York State, especially Upstate New York
· Experience with State and local permitting agencies and processes such as DOT, local municipalities, and private Right of Way owners.
· Strong knowledge of broadband delivery technologies (aerial/underground fiber and fixed wireless) and network topologies.
· Experience overseeing broadband network construction to deploy these technologies.
· Strong knowledge or experience managing broadband network operations, monitoring and maintenance.
· Experience with as-built documents, bills of materials, and other documentation of broadband projects.
· Strong project management, time management, organizational, document coordination, and communication skills.
Pay: $105,000.00 - $115,000.00 per year
