Job Overview
We are seeking an experienced Senior Project Manager to lead the planning, execution, and delivery of complex healthcare IT and Medicaid modernization initiatives. This role oversees multi-vendor programs across the full project lifecycle — from requirements and Advance Planning Documentation through implementation and go-live — while ensuring alignment with state and federal regulations, CMS certification standards and guidance, and the MITA framework. The ideal candidate brings deep experience with Medicaid systems (MMIS, Curam, Managed Care), strong Agile leadership, and a proven track record of managing large budgets, portfolios, and stakeholder relationships in a government or public-sector environment. Experience with the DC Department of Health and Human Services DCAS system, preferred.
Duties
- Lead end-to-end program and project management for ACA programs and Medicaid modernization initiatives, overseeing scope, schedule, budget, and quality across concurrent workstreams.
Required Qualifications
- Extensive experience (typically 7+ years) in project and program management within healthcare IT, Medicaid, or a related public-sector environment, including ACA programs.
- Demonstrated success managing large-scale IT modernization programs and multi-million-dollar budgets.
- Strong knowledge of Medicaid systems and programs: MMIS, Managed Care Organizations (MCOs), Medicaid/Medicare/HHS programs, and the Affordable Care Act (ACA).
- Proficiency with Agile/Scrum, Kanban, Waterfall, and Hybrid SDLC approaches.
- Experience with the RFP process, vendor management, and contract oversight.
- Familiarity with the MITA framework, APDs, and CMS Federal certification requirements.
- Excellent stakeholder management, communication, and leadership skills across technical and non-technical audiences.
- Managed IT social services program and initiatives by the Division of DC Healthcare Finance for the Department of Health & Himan Services DCAS System.
Preferred Qualifications & Certifications
- Certified ScrumMaster (CSM) and/or Certified Product Owner.
- PMP (Project Management Professional) certification or active coursework.
- Hands-on experience with platforms and tools such as IBM Curam, ServiceNow/PMIS, Salesforce, JIRA, McKesson EHR, Medisoft, Meditech, Envisions, and HP Quality Center.
- Background in healthcare administration, business analysis (BRDs, epics, user stories), and claims/encounters processing.

- Manage portfolios of multiple programs and coordinate project managers, ensuring consistent delivery against tight deadlines and defined milestones.
- Oversee multi-million-dollar IT modernization budgets, including claims-based and payer/EDI system implementations.
- Direct vendor relationships and contracts, managing RFP processes, vendor schedules, deliverables, and adherence to state standards and SLAs.
- Ensure programs meet all federal and state requirements, supporting CMS Federal certification and MITA framework alignment.
- Prepare and manage Advance Planning Documents (APDs) and coordinate with CMS Regional Contract Officers on funding, policy guidance, and Memorandums of Understanding (MOUs).
- Apply Agile (Kanban/Scrum), Waterfall, and Hybrid SDLC methodologies as appropriate to each initiative, driving continuous process improvement.
- Oversee implementation of Medicaid programs and platforms (e.g., Curam Social Services, MMIS modular systems) supporting SNAP, TANF, Long Term Care, Children in Care, Managed Care, Basic Health Program (BHP) and DC Healthcare Alliance.
- Lead cross-functional and workgroup meetings, providing subject matter expertise and coordinating with state program leads, federal partners, and delivery teams.
- Manage data migration, claims modernization, provider enrollment, and encounters projects, ensuring readiness and successful go-live.
- Oversee resourcing, case manager / super user training, and operational readiness, including help desk and call center standup where required.
