Why does the job exist?
The Senior Human Resources Manager provides advanced day-to-day management of all Human Resources (HR) operations, guidance and compliance on all aspects of HR to include health, safety, risk, Loss Prevention and Control chair and facilities management in accordance with all relevant federal and state laws, regulations, policies and procedures for the New Mexico Tourism Department (NMTD), State Personnel Board (SPB), Public Employee Retirement Association (PERA), and Department of Finance and Administration (DFA), including the Fair Labor Standards Act (FLSA), Equal Pay Act (EPA), Age Discrimination in Employment Act (ADEA), Americans with Disabilities Act (ADA), Workers Compensation Administration (WCA) and Family Medical Leave Act (FMLA).
The Senior HR Manager's primary focus is on all HR matters to include payroll, recruitment, compensation and classification, labor relations, and benefits for the agency. The Senior HR Manager is to apply advanced human resources principles and practices to facilitate the recruitment, hiring, processing of payroll, labor relations and maintenance and monitoring of benefits for the agency. The payroll/benefits side of this role will work in collaboration with oversight agencies, such as SPO, DFA, GSD, RMD, EBB and ERISA Administrative Services. The recruitment side of the role will work in collaboration with hiring managers through the life cycle of the recruitment process. The Senior HR Manager is responsible for reviewing and analyzing compensation actions ensuring proper alignment with internal comparisons and the organization's structure as well as ensuring that any inequities or discrepancies in compensation comparisons are addressed during the recruitment life cycle or as needed. They will also be responsible for processing payroll related documents and auditing regarding any inequities or discrepancies in compensation and that benefits are addressed. The Senior HR Manager position has the unique role of combining all HR payroll and benefit related functions with recruitment functions. The Senior HR Manager is also responsible for verifying job data, activating or inactivating, changing and maintaining time reporter, confirming or changing workgroups and confirming task-group and task profile ID match, ASD reports, verify FLSA status, activating deductions and verifying the payroll cycle. Duties include but are not limited to processing disciplinary actions, terminations, retirements and dismissals.
How does it get done?
The Senior HR Manager for the Tourism Department will be responsible for all human resource operations within the department to ensure programs are properly executed, monitored, and conform to State Personnel Board Rules and Tourism Department policies and procedures. This position ensures all services comply with state and federal laws, State Personnel Board (SPB) Rules and Regulations, State Personnel Office (SPO) quality assurance guidelines, DFA rules and regulations, and policies and procedures. The Senior HR Manager manages all Department Discipline, Labor Relations, Alternative Dispute Resolution, Mediation and Grievance Programs. The Senior HR Manager works closely with the Administrative Services Division (ASD) Budget personnel regarding budget projections for DFA for review and approval of personnel transactions, runs reports and obtains updates from program budget and HR personnel on Department Full Time Equivalent (FTE). The Senior HR Manager may be asked to participate in Leadership Team meetings with other Division Directors to set agency policy, direction, goals, and objectives. The HR Manager will oversee the daily operations of the Human Resource Office, including supervision of contract staff, review requests for reorganization and position reclassification, participates in and advises management in the development and update of agency HR policies and procedures, and assists in the development of agency staff to ensure proper and sustained succession planning. The Senior HR Manager keeps the Leadership Team informed on HR planning, evaluation, and supervision of personnel policies, disciplinary actions, employee relations, compensation and classification, training, data collection, performance measures, quality improvement initiatives, and strategic planning.
The Senior HR Manger will service as the Loss Preventative and Control (LPC) Coordinator, management LPC agendas, meeting minutes and any corrective actions.

Minimum Qualification
Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting, with extensive exposure to Visual/Video Display Terminal (VDT), personal computer and telephone usage. This position also requires the employee to use a copy machine, printer, fax machine and 10 key calculators. Sitting for long periods of time, bending, stooping to file, and occasionally lifting a minimum of 25 pounds. Some statewide travel may be required.
