Description:
Evans is seeking a Sr. Business Analyst to join one of their growing contracts supporting the Federal Reserve Board. This role will support the development of an AI Lab to put generative AI and machine learning to work for consumer protection and community development. This role anchors the Lab's requirements, agile delivery, and federal compliance work — bridging data scientists and the economists, examiners, and attorneys who use what the Lab builds — as a direct operational partner to the AI Lab Director. The ideal candidate is well-versed in Agile methodologies and federal compliance such as FISMA, FedRAMP, PIA, or ATO.
Location Details: This role is fully remote, but a candidate located in the DMV area is preferred. Only candidates within the U.S. will be considered.
Role Details: This is a 6-month contract.

Elicit business requirements from DCCA staff and leadership; translate them into functional specs, user stories, and acceptance criteria

Facilitate agile ceremonies (Scrum/Kanban) and manage roadmaps and backlogs in Jira, Azure DevOps, or similar

Direct compliance for AI Lab systems — FISMA documentation, Privacy Impact Assessments, ATO packages — and serve as primary liaison to the Board's security, privacy, and compliance offices

Develop test cases, lead user acceptance testing, and coordinate deployments to production

Create user guides, process documentation, and test plans; prepare briefings that translate AI/ML concepts for senior leadership

Advise the AI Lab Director on portfolio priorities, compliance readiness, and process improvement
Requirements:
- U.S. citizenship; Bachelor's Degree in Computer Science, IT, Business Administration, or related field

10+ years in business analysis or project management within technology organizations

Expert Agile knowledge (Scrum, Kanban), including facilitating ceremonies and managing backlogs

Strong experience with federal IT governance: FISMA, FedRAMP, PIAs, and ATO processes

Proven ability to translate complex business needs into technical specifications and manage cross-functional delivery

Working knowledge of SDLC, release management, and QA practices; strong technical writing

Ability to work independently and direct others

Compensation
Salary is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $95,000 to $105,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Evans's total compensation package for employees.
