Incumbents in this position oversee the inspection and review all aspects of various construction projects throughout the City of St. Louis to ensure compliance with contracts, plans and specifications on behalf of contractors and City agencies.
Essential Functions and Responsibilities:
- Manages building envelope maintenance and repair work (roofing, flashing, guttering, downspouts, tuckpointing, flashing, window caulking, exterior waterproofing, etc.).
- Plans and controls every stage (from pre-construction through to completion) of roofing and building envelope installations, maintenance, and repairs to City buildings for multiple concurrent construction projects.
- Completes projects on time and within budget while ensuring that commercial roofing contractors and other various contractors work in safe conditions.
- Works with contractors to determine materials, equipment, and manpower required for each roofing or building envelope project.
- Estimates the time to complete each roofing or building envelope project and coordinates with contractors from varying trades and utilities, as appropriate.
- Determines materials required for each project, develops cost estimates, and devises delivery schedules to ensure contractor proposal cost containment and accuracy.
- Possesses a comprehensive understanding of scaffolding, safety apparatuses, and other equipment requirements for the project.
- Ensures full compliance with all safety guidelines.
- Reviews architect’s/engineer’s new and existing roofing designs to plan the sequence of work.
- Supervises contractors, technical trade groups, and inspects the method and the quality of the work to ensure compliance with the manufacturer’s written instruction, compliance with trade industry standards, and is code compliant.
- Prepares and delivers reports detailing the progress of all roofing and building envelope work.
- Identifies any practical problems in achieving the planned result and discusses any necessary changes with his/her manager and contractor.
- Trains subordinate staff in the work principals, policies, and/or procedures to improve production levels of employees in accordance with established Standards of Performance.
- Coordinates with office services such as administrative, business, and customer service.
- Schedules meeting arrangements to include procuring venue and inviting stakeholders.
- Evaluates operational goals and objectives and makes recommendations; plans, develops, and implements internal control(s) and monitoring.
- Supervises and performs internal record/file keeping for projects, maintenance activities and warranty periods.
- Performs internal and external communication/correspondence by telephone, email, fax, interoffice mail, U.S. Postal Service, etc.
- Assists with purchasing program supplies.
- Performs photo coping and scanning of materials.
- Serves as liaison to other City departments.
- Updates all contact lists pertinent to assignments.
- Conducts special projects as requested.
Knowledge, Skills, and Abilities:
- Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives.
- Human Interaction: Requires the ability to persuade, convince, influence, train and monitor others such as contractors, managers, superintendents, consultants, city agencies, testing labs, supply manufacturers, and code authorities in favor of a desired outcome. Requires the ability to act as a lead person.
- Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as a computer, surveying instrument, air and electrical meters, and a vehicle, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as financial estimates, change orders, construction specifications, asbestos manuals, technical operating manuals, statutes, procedures, guidelines and non-routine correspondence.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; calculate decimals and percentages; perform basic algebra, geometry, and trigonometry.
- Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, managing, leading, teaching, directing, planning, coordinating and controlling. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.
- Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable.
- Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, toxic/poisonous agents, or irate individuals.
- Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting of moderately light objects and materials, up to twenty (20) pounds. Tasks require the ability to stoop, kneel, crouch, crawl, bend, and climb in order to perform inspection duties.
- Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, and textures associated with job-related objects, materials and tasks.
Qualifications
A Bachelor's degree in Construction Management, Project Management, Civil Engineering, or a directly related field; plus two years of experience in commercial roofing and building envelope project management. OR an equivalent combination of education, training and experience.
Preferences: Supervisory experience in facility operations and maintenance.
License: Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. City Residence Preference Points
City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1)
year at the time of filing their application to be eligible for the preference points.
