Position Summary:
The Executive Director (ED) provides strategic, operational, and community leadership for the REACH Collaborative, a Healthcare Transformation Collaborative (HTC) committed to improving health equity, expanding access, and transforming care delivery in historically underserved communities on Chicago’s Far South Side. A focus on advancing health equity, care coordination, community wellness, and systems improvements across the service area at the core of this role. The ED will guide a multi-partner initiative focused on advancing maternal and behavioral health services through cross-sector collaboration. A key priority is helping to reposition the Collaborative’s anchor institution, Roseland Hospital, a historically under-resourced safety net hospital, as a trusted hub for community-centered care. The ED must bring experience in nonprofit governance, Managed Care Organization (MCO) sustainability strategies, revenue development, and fiscal accountability to ensure long-term impact and viability across the REACH Collaborative. The ED will oversee implementation of the grant-funded initiatives, strengthen partnerships among healthcare, social service, education, faith and community organizations to ensure accountability by program outcomes, compliance and sustainability.
Key Responsibilities:
Strategic Leadership
- Provide leadership and direction for all REACH collaborative activities and initiatives.
- Supervise staff, consultants, and project teams involved in implementing the grant initiative.
- Lead the strategic vision and operational execution of REACH’s mission, aligning goals with healthcare transformation principles, priorities of HFS, and community priorities.
- Guide the Collaborative’s efforts to strengthen OB and behavioral health service delivery through coordinated, integrated models of care.
- Support the transformation of REACH’s anchor hospital and partner entities into a sustainable network of value-based, equity-focused care.
- Establish necessary operational systems, workflows, and communication processes that support effectiveness and accountability.
- Advise the Governing Board Chair of weekly activities in writing.
Equity & Systems Transformation
- Advance initiatives that address social drivers of health and healthcare inequities.
- Lead culturally responsive and trauma informed approaches to care and community engagement.
- Support innovative models that improve access and prevention for maternal and behavioral health care integration.
Collaborative Partner & Hospital Repositioning
- Advance REACH’s collective strategy to reposition its anchor safety net hospital as a cornerstone of maternal and mental health care—as part of a broader, partner-driven transformation agenda.
- Coordinate with clinical and community partners to co-develop service models, branding strategies, and messaging that reflect the Collaborative’s goals and community priorities.
- Lead engagement strategies to rebuild trust, promote utilization of services, and elevate the Collaborative’s identity as a whole.
Governance & Board Relations
- Serve as the lead executive to the REACH Board of Directors, ensuring effective governance practices and compliance with fiduciary and regulatory standards.
- Facilitate strategic discussions, policy development, and timely reporting that support Board decision-making and long-term planning.
- Reports to the REACH Collaborative Governing Board.
- MCO Engagement & Sustainability
- Establish strong working relationships with Managed Care Organizations to align REACH services with value-based purchasing and performance-based outcomes.
- Develop and manage sustainability plans that include Medicaid reimbursements, MCO contracts, and diversified funding streams across the Collaborative.
- Facilitate strategic planning and sustainability efforts for long-term collaborative impact.
Revenue Development, Budgeting & Fiscal Oversight
- Lead fundraising and revenue development efforts including grants, philanthropic partnerships, and other mission-aligned funding.
- Develop and manage cost allocation plans that equitably support REACH partners and programs.
- Monitor budgets, expenditures, contracts, and compliance with funder requirements.
Program Oversight & Performance Monitoring
- Direct key initiatives and programs focused on maternal and behavioral health, ensuring alignment with HTC goals and community needs.
- Utilize data and evaluation tools to monitor progress, identify areas for improvement, and report outcomes to funders, partners, and stakeholders.
- Foster a culture of transparency, accountability, and innovation across REACH partners and internal staff.
- Prepare executive reports, presentations, and updates for funders and stakeholders.
Community and Stakeholder Engagement
- Serve as the lead ambassador for the REACH Collaborative throughout the South Side of Chicago.
- Build and maintain strong relationships with Roseland Hospital, participating FQHC’s, Maryville, behavioral health providers, schools, community-based organizations and local leaders.
Qualifications:
Education & Experience:
- Master’s degree in public health, Healthcare Administration, Public Administration, Business, or a related field (preferred).
- 8–10 years of senior leadership experience in healthcare, public health, or nonprofit sectors.
- Demonstrated experience in healthcare system transformation, particularly in safety-net or Medicaid settings.
- Track record of successfully working with MCOs, government grants, and healthcare reform initiatives.
- Strong background in budgeting, fiscal management, and overseeing complex, multi-stream funding portfolios.
- Experience managing complex grants, collaborative initiatives or multi-partner programs.
Knowledge, Skills, & Abilities:
- Advanced understanding of nonprofit governance, program budgeting, and healthcare financing.
- Deep familiarity with value-based care, MCO payment structures, and sustainability planning.
- Skilled communicator and relationship-builder with a history of leading cross-sector collaboration.
- Strong leadership presence with the ability to motivate, manage, and support diverse teams and stakeholders.
- Knowledge of Medicaid transformation, value based care, maternal health and behavioral care integration and community health improvement initiatives preferred.
- Ability to oversee all grant deliverables, timelines, reporting requirements, and performance metrics.
Work Location:
- This is an onsite position based on the South Side of Chicago. The employee is expected to work in person at the designated worksite and regularly engage with community members and partner organizations throughout the area.
