MUST HAVE EXPERIENCE AND KNOWLEDGE OF SHIPYARD OPERATIONS.
This position provides support to the workforce by responding to matters and questions related to Human Resources functions. Responsibilities include greeting visitors to the Norfolk HR Department, assisting with general HR inquiries, and receiving cross-training to support basic data entry and maintenance within HR Information Systems. The position also assists with preparing, processing, maintaining, and controlling personnel documents, status changes, correspondence, and more.
Purpose and Functions:
This position scans and maintains data entries in the document management system and tracks leave and case management activities. Duties include coordinating with third-party administrators and providing related reporting to HR management.
This position is responsible for handling sensitive and confidential Human Resources information, including but not limited to employee relations data and payroll-related organizational changes. The role requires the secure handling and protection of information, records, data, and files. The position requires initiative, sound judgment, and some independent decision-making. Errors in work may significantly affect the immediate organizational unit, project, or related business activity.
Knowledge, Skills, and Abilities
Both education and experience are taken into consideration.
- Typically requires 1–3 years of relevant Human Resources experience.
- Must have Recruiting experience.
- Proficient in Microsoft Office products and other applicable software programs.
- Proficient in the use of general office equipment and able to type at a speed necessary for successful job performance.
- Demonstrates adherence to corporate policies and state and federal privacy and security laws related to records management.
- Possesses a basic understanding of the principles and procedures of Human Resources administration.
- Communicates clearly and concisely, both verbally and in writing.
- Exercises tact, discretion, and diplomacy when handling sensitive, complex, and confidential personnel matters.
- Responds respectfully to requests and inquiries from employees, staff, and the general public, both in person and by telephone.

Responsibilities
- Greets visitors to the Norfolk HR Department and serves as the first point of contact for general HR-related inquiries.
- Receives cross-training and assists with basic data entry and maintenance in HR Information Systems.
- Prepares, processes, maintains, and controls personnel documents, status changes, and correspondence.
- Processes and maintains workforce development forms.
- Maintains electronic files for memoranda and other documents.
- Prepares weekly, monthly, and annual reports.
- Keeps employee file records current by processing employee status changes in a timely manner and documenting appropriate intervals.
- Responds to inquiries from managers, employees, and outside agencies.
- Maintains current, detailed written procedures for assigned duties and responsibilities.
Physical Requirements
Specific vision abilities required for this position include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee is regularly required to sit, use hands and fingers to handle or feel objects or controls, and talk and hear. The noise level in the work environment is usually moderate.
Working Relationships
Reports to the HR Manager, Shared Services. Interacts with employees at all levels, including managers, supervisors, union representatives, represented and unrepresented employees, and external agencies or vendors.

- Regular and reliable on-site attendance is an essential function of this position.
- Must be willing to travel and have reliable transportation.
- Must be a U.S. citizen and qualify for a Common Access Card (CAC) or DBIDS badge.
- Must have a reliable record of attendance and punctuality and be available for overtime as required.
- Must be able to physically move throughout all areas of the facility.
- Regularly required to sit, use hands and fingers, handle or feel objects or controls, and talk and hear.
- Must have good eye-hand coordination.
- Ability to use work-provided cell phones and desktop computers.
- Ability to tolerate moderate noise levels.
Pay
- $28.00 - $35.00 an hour based on experience.
