LEGAL AUTHORIZATION TO WORK REQUIREMENT:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, national, or permanent resident aliens of the United State, or eligible under federal law for unrestricted employment in the United States.
RECOMMENDED QUALIFICATIONS:
A. Knowledge of:
Corporate finance, accounting, and economics; banking, the financial markets, and the reporting and analysis of financial data; modern financial theory and its implications for management decisions; various investment markets, including U.S. stocks and bonds, foreign stocks and bonds, real estate, commercial and residential mortgages/loans; and timber, capital, emerging, and alternative markets, to enhance performance measurement calculation, reporting, and other program activities; institutional investment practices, economic theories and principles relating to the investment of institutional funds, various investment strategies and vehicles in both public and private markets (e.g. global equities, fixed income, derivatives, commodities, buyout, venture capital, real estate, commingled funds, separately managed accounts, and limited partnerships), asset allocation methodologies, securities lending, securities settlement procedures, and quantitative investment methods; research resources and techniques to evaluate investment risks; and fiduciary and prudence guidelines and standards governing the investment of public trust funds.
B. Skills and Ability to:

C. Education:
Graduation from an accredited four (4) year college or university with a bachelor’s degree with at least twelve (12) semester credit hours in accounting, finance, and economics. These credits must have included at least one course each in accounting, finance, and economics. A bachelor’s degree or an advanced degree in business administration, finance, economics or a related field preferred.
Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree, with the course work described above, may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of comparable knowledge, skills and abilities.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
D. Specialized Experience:
Five (5) years of progressively responsible work experience in institutional investment. Examples of qualifying work experience include, but are not limited to the following:

Evaluation of financial risk and/or preparing financial forecasts;

Collection and analysis of financial, economic, and related investment information and data such as stocks and bonds, economic forecasts, future trends, etc.

Managing and/or analyzing financial portfolios;

Providing investment advice and recommendations to clients;

Formulation of investment strategies, policies and procedures;

Implementation of asset allocation decisions; and/or
-
Monitoring and evaluating external investment management firms
Non-Qualifying Experience:
Experience in managing one's own personal finances or investment portfolio will not be acceptable as qualifying Specialized Experience.
Substitution Allowed:
A master's degree in accounting, finance, economics or any other related field, from an accredited college or university, may be substituted for one (1) year of the Specialized Experience.
