Position Title: Strategic Planning and Alignment Specialist

Summary
C² Technologies seeks Strategic Planning and Alignment Specialists to support federal human capital programs. This position supports the development, implementation, and evaluation of human capital strategies that align workforce programs, investments, and performance measures with organizational mission requirements.
Responsibilities
Support the development and implementation of strategic human capital plans
Align human capital initiatives with organizational priorities, mission requirements, and workforce needs
Conduct environmental scans, workforce analyses, gap assessments, and organizational research
Develop goals, objectives, strategies, performance measures, and implementation plans
Track progress toward strategic outcomes and identify risks or performance gaps
Analyze workforce and program data to support leadership decisions
Prepare strategic plans, reports, briefings, scorecards, and executive presentations
Facilitate strategic planning sessions, working groups, and stakeholder discussions
Support workforce planning, succession planning, organizational change, and talent-management initiatives
Assess the effectiveness of human capital programs and recommend improvements
Support responses to oversight reviews, audits, and organizational reporting requirements
Coordinate strategic initiatives across human capital and mission-support organizations
Requirements
Education
Bachelor’s degree in human resources, business administration, public administration, organizational development, or a related field preferred
Relevant strategic planning or human capital experience may be considered in place of education requirements
Experience
Experience supporting strategic planning, workforce planning, organizational performance, or human capital programs
Federal government or federal consulting experience preferred
Experience conducting research and translating data into recommendations
Experience developing strategic plans, performance measures, or executive-level reports
Tools & Systems
Microsoft Office, including Excel, Word, PowerPoint, Outlook, and Teams
Data visualization, dashboard, or business intelligence tools
SharePoint or comparable collaboration and document-management platforms
Skills
Strong strategic thinking, research, and analytical skills
Ability to connect human capital programs to mission and organizational outcomes
Strong facilitation, writing, and presentation-development skills
Ability to synthesize complex information for executive audiences
Ability to develop meaningful goals, measures, and implementation plans
Strong collaboration and stakeholder-engagement skills

Base Salary Range: $50,000 – $100,000 / year. Our salary ranges are determined by role, level, and structural alignment. Individual pay is influenced by several factors, including the candidate's work location, relevant experience, skillset, and contract constraints.
