Job Summary
The Health Benefits Program Manager oversees the ongoing administration of all health, dental, and ancillary coverage programs, with a focus on the technical and administrative aspects of delivering programs and services to members and employees of SDAO.
Responsibilities
- Manages the technical aspects of relationships internally and with SDAO Benefits’ vendor partners, including contracts, data exchange and validation, rate development, claim reporting, system performance, and other aspects of benefits administration.
- Develop an in-depth knowledge and understanding of all benefits programs and any policy changes; document and communicate with Third Party Administrators and Enrollment System Administrator as required for policy changes.
- Responsible for the communication and management of the open enrollment activities for membership and staff to ensure all SDAO benefits eligible individuals are provided with the most accurate and current information and understanding of the process of open enrollment.
- Manages the benefits enrollment process which includes billing, life events, data warehouse, and coordinating the resolution of issues.
- Act as a liaison between membership, management and staff on all matters as related to the self-insured benefits program.
- Ensure compliance with all employment related regulatory laws and statutes.
- Fully responsible for compliance and tracking of all documents related to SDAO being self-insured, including but not limited to 1095-B tax forms for members and employees, Affordable Care Act compliance, COBRA compliance and notices.
- Serve as the COBRA Administrator for SDAO
- Review all RFPs from carriers and benefit service providers in concert with the Executive Director, CFO and our broker.
- Coordinates and / or develops and monitors metrics to evaluate program performance, making recommendations for action based on results.
- Assists the HR Manager (for SDAO) and member administrators (for members) with open enrollment activities, including the posting of open enrollment materials, plan set up, rate loading, and other administrative requirements to ensure enrollment choices are correctly implemented by administrators and carriers.
- Administer employee benefits, included but not limited to; medical, dental, vision, life insurance, short and long- term disability, wellness and all other aspects of the health plans that change.
- Assist membership and SDAO staff with questions or interpretations regarding health and benefits policy changes, monthly billing, master applications, carrier cards, etc.
- Assist employees regarding benefit claim issues and plan changes.
- Provide guidance ensuring compliance efforts, audits of data, processes and policies are executed.
- Ensure all onboarding and offboarding of members of SDAO and employees is completed in a timely manner as related to the benefits program.

Experience
Required Qualifications
- High school diploma or equivalent
- Four years of general human resources and/or benefits support
- OR an equivalent combination of education, training, and experience sufficient to successfully perform the essential duties of the job.
- Previous experience in a supervisory capacity strongly preferred
- Possession of agents’ insurance license for the State of Oregon preferred.
