Your impact
As a Repair and Rehabilitation Manager , you’ll join our Operations, Maintenance, and Facility Services (OMFS) team supporting biosolids operations at the Back River Wastewater Treatment Plant . This role is distinct from the Maintenance Manager function, focusing specifically on the identification, development, and execution of non-routine, medium- and large-scale repair work that falls outside of standard preventive and corrective maintenance programs.
You will operate in a field-driven, superintendent-style role, leading the execution of complex repairs and rehabilitation efforts to restore asset condition, improve reliability, and address emerging risks to plant operations.
The Repairs Manager will be responsible for:
Repair Program Leadership
Own the development and execution of a repair-focused work program, targeting non-routine and complex equipment and infrastructure issues.
Partner with the Maintenance Manager to differentiate routine maintenance activities from repair projects, ensuring clear ownership and work boundaries.
Prioritize repair work based on risk, asset condition, operational impact, and cost.
Field Execution & Leadership
Serve as the on-site leader for repair projects, maintaining strong field presence.
Direct and coordinate internal crews and contractors performing planned repair and rehabilitation work.
Ensure work is executed safely, efficiently, and in alignment with defined scope and technical requirements.
Make real-time field decisions to adapt plans, resolve conflicts, and maintain progress.
Lead equipment start-up, testing, and return-to-service following repairs.
Scope Development & Work Packaging
Translate identified equipment issues, failures, and inspection findings into clear, execution-ready scopes of work.
Develop repair packages that include sequencing, access plans, outage requirements, and constructability considerations.
Define labor, equipment, and material needs with a focus on efficient field execution in an operating facility.
Coordinate closely with operations and maintenance to plan outages and minimize process disruption.
Contractor & Construction Oversight
Provide hands-on management of contractors and subcontractors performing repair work.
Conduct daily field oversight to ensure compliance with safety, quality, and schedule expectations.
Review work plans, submittals, and schedules to ensure practical execution under real plant conditions.
Lead coordination meetings and resolve field issues related to scope, access, and sequencing.
Verify completed work and drive timely punch list resolution and project closeout.
Planning, Scheduling & Cost Control
Develop and manage execution-focused schedules.
Track progress in the field and proactively mitigate schedule and cost risks.
Support development of cost estimates and repair budgets, and monitor performance against plan.
Optimize use of internal resources vs. specialty contractors.
Integration with Maintenance & Asset Management
Work in close coordination with the Maintenance Manager to transition complex or recurring issues into repair projects.
Utilize CMMS data, failure history, and field observations to identify systemic issues requiring repair or rehabilitation.
Support longer-term asset reliability by addressing root causes through targeted repair efforts.
Safety & Compliance
Lead by example in the field to reinforce Jacobs’ safety culture and expectations.
Ensure all repair work is supported by Activity Hazard Analyses (AHAs), permits, and proper PPE.
Monitor active work zones for hazards, particularly in live biosolids process environments.
Ensure compliance with OSHA standards, environmental permits, and site-specific requirements.
Documentation & Communication
Maintain organized documentation of scopes, field changes, inspections, and completed work.
Provide concise updates on repair status, risks, and key issues to plant and program leadership.
Coordinate closely with stakeholders to ensure alignment on timing, impacts, and priorities.
Here's what you'll need
Demonstrated experience in a field leadership role (e.g., superintendent, foreman, construction lead, maintenance manager, or senior maintenance lead on major repairs).
Strong working knowledge of mechanical and/or electrical systems, including pumps, motors, and process equipment.
Experience executing non-routine or outage-based repair work in industrial or utility environments.
Ability to read and interpret drawings, P&IDs, specifications, and repair plans.
Experience coordinating and overseeing contractors in an operating facility.
Knowledge of OSHA safety requirements and industrial work practices.
Proficiency with Microsoft Office applications.
Valid driver’s license with no major infractions.
Ideally, here’s what you will also have:
Bachelor’s degree and five (5)+ years of experience in industrial maintenance, repair execution, or construction; or High school diploma/equivalent with eight (8)+ years of relevant experience.
Experience in wastewater treatment and biosolids systems.
Experience with major equipment repairs (e.g., centrifuges, digesters, pumps, conveyance systems).
Familiarity with CMMS tools (e.g., Maintenance Connection) for identifying and scoping repair work (not system administration).
Background in construction sequencing, rigging, equipment setting, and outage coordination.
Certifications such as OSHA 30, NCCER, CCM, or maintenance/reliability credentials.
Strong problem-solving skills with the ability to convert failures into executable repair plans.

The base salary range for this position is $120,000.00 to $150,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
