Position Summary
The Housing Rehab Specialist leads the field-based coordination and technical delivery of lead hazards control and remediation activities. The Specialist develops unit-specifics scopes of work and government cost estimates, manages contractor bid review and selection processes, and provides on-site monitoring to ensure remediation work is completed accurately, safely, and on schedule in accordance with approved scopes of work and all applicable program requirements.
Key Responsibilities
● Coordinate field activities related to inspections, risk assessments, scopes of work, contractor access, remediation, and clearance/closeout
● Develop government cost estimates and finalize detailed scopes of work for each assisted unit based on assessment findings and program requirement
● Prepare bid packages and manage the contractor bid review and selection process in coordination with procurement staff and program leadership
● Conduct routine on-site monitoring of contractors; verify lead-safe work practices, quality, and adherence to specifications and timelines
● Work closely with contractors to resolve issues, document progress, and prevent delays, while maintaining compliance with program standards
● Coordinate clearance testing and ensure all required closeout documentation is complete (clearance results, photos, invoices, change orders, warranties, and other required records)
● Maintain complete, organized project files for each unit and provide updates for benchmark tracking and reporting
● Support continuous improvement by refining SOPs, checklists, and monitoring tools to strengthen quality control and compliance
Qualifications
● 3+ years of experience in housing rehabilitation, construction management, inspections, environmental health, and/or lead hazard control
● Knowledge of lead-safe work practices and contractor oversight; relevant certifications preferred or willingness to obtain
● Strong documentation skills, time management, and ability to manage multiple active units/projects simultaneously
● Ability to speak Spanish is a plus
Pay: Up to $32.00 per hour
