We are excited to announce our Program Manager opening in Newark, NJ! The Program Manager is responsible for the day-to-day management of Integrity House’s Pathways to Recovery grant program. The position oversees workforce development operations, supervises grant staff, ensures compliance with NJDOL grant requirements, coordinates participant services, develops employer and community partnerships, manages workforce readiness programming, and is accountable for employment, retention, reporting, and overall program performance. The Program Manager ensures participants receive high-quality employment preparation, career services, supportive services, and training leading to unsubsidized employment.
Key Responsibilities
Program Leadership & Grant Management
- Oversee all day-to-day grant operations and ensure compliance with NJDOL requirements.
- Supervise Employment Specialist, Workforce Readiness Instructor, GED Instructor, and Case Managers.
- Monitor grant goals, timelines, budgets, deliverables, and performance outcomes.
- Prepare reports and maintain accurate documentation.
- Coordinate program monitoring and corrective action activities.
Workforce Readiness & Employment Services
- Direct implementation of the workforce readiness curriculum.
- Ensure participants complete assessments and Individual Employment Plans (IEPs).
- Monitor job readiness training, resume development, interviewing, digital literacy, financial literacy, professionalism, and soft-skills instruction.
- Coordinate occupational training and career pathway development.
- Monitor participant progress toward employment and retention.
Employer & Community Partnerships
- Develop and maintain relationships with employers, training providers, One-Stop Career Centers, Workforce Development Boards, and community partners.
- Expand internship and work-based learning opportunities.
- Coordinate participant recruitment and outreach.
Participant Outcomes
- Monitor enrollment, training completion, credential attainment, employment placement, and retention.
- Review participant files for accuracy and compliance.
- Ensure supportive services are coordinated based upon participant needs.
Staff Development
- Provide supervision, coaching, training, scheduling, and performance evaluations.
- Support professional development and continuous quality improvement.
Fiscal & Administrative Responsibilities
- Monitor grant expenditures and assist with budget management.
- Ensure accurate documentation for reimbursement and audits.
- Complete additional duties assigned.
Qualifications
- Master’s degree in Social Work, Counseling, Public Administration, Workforce Development, Business Administration, or related field preferred.
- Minimum three years of program management or supervisory experience.
- Experience managing workforce development, employment, education, behavioral health, recovery, or grant-funded programs preferred.
- Experience developing employer and community partnerships.
- Valid New Jersey Driver’s License.
Knowledge, Skills & Abilities
- Knowledge of workforce development and employment services.
- Knowledge of individuals impacted by substance use disorders and recovery.
- Strong leadership, communication, organizational, and project management skills.
- Experience with data collection, reporting, and quality improvement.
- Ability to build collaborative partnerships with employers and community organizations.
- Proficiency with Microsoft Office and electronic data systems.
Schedule: This is a full-time position. The employee is generally expected to work Monday through Friday during normal business hours. Flexibility is required to accommodate participant needs, employer engagement activities, and community events and grant activities.
