Residential House Manager – DBHDS DD/ID Group Home

The Residential House Manager is responsible for overseeing the daily operations, staffing, compliance, and overall functioning of a DBHDS-licensed DD/ID residential group home serving individuals with intellectual and developmental disabilities. This position ensures the delivery of high-quality, person-centered services in accordance with Virginia DBHDS regulations, DMAS requirements, individualized service plans (ISPs), behavior support plans, and agency policies and procedures.
The Residential House Manager provides leadership, supervision, and support to Direct Support Professionals (DSPs) while promoting a safe, structured, and supportive environment that enhances residents’ independence, dignity, community integration, and overall quality of life. This role combines administrative responsibilities with hands-on residential support and requires active participation in the daily care and supervision of residents as needed.
The ideal candidate demonstrates strong leadership, professionalism, compassion, organizational skills, and the ability to effectively manage staff, schedules, resident care, compliance documentation, household operations, and crisis situations. Responsibilities include supervising and mentoring DSP staff, assisting with scheduling and staffing coverage, maintaining accurate documentation and regulatory compliance, coordinating appointments and activities, communicating with families and service providers, monitoring resident funds and household operations, and ensuring all services are delivered in accordance with DBHDS and Medicaid Waiver standards.
The Residential House Manager will be required to provide direct-care coverage and work shifts during staffing shortages, emergencies, call-outs, or staff absences to maintain compliance with DBHDS staffing requirements and ensure uninterrupted resident care and supervision. This position requires flexibility and may involve evening, weekend, holiday, and on-call responsibilities as needed to support the ongoing operation of the residential program.
Essential Duties & Responsibilities
1. Resident Care & Daily Operations
- Ensure residents receive quality, person-centered care in accordance with their ISP, behavior support plans, and healthcare needs.
- Promote resident independence, dignity, choice, and community inclusion.
- Support DSP staff with activities of daily living including hygiene, meal preparation, mobility assistance, transportation, and supervision as needed.
- Monitor resident health, behaviors, emotional well-being, and engagement while ensuring proper documentation and follow-up.
- Provide one-on-one supervision and behavioral support when necessary.
- Assist with medication administration and MAR documentation in accordance with DBHDS and agency medication protocols.
- Ensure all resident charts, progress notes, goals, and documentation are accurate, complete, and audit-ready.
- Assist residents with personal funds management, allowance tracking, receipts, and balance reconciliation.
- Maintain a clean, safe, therapeutic, and structured home environment.
2. Program Planning & Coordination
- Develop and maintain monthly activity calendars that support resident interests, ISP goals, life skills, and community integration.
- Coordinate recreational activities, educational programming, medical appointments, and community outings.
- Assist with Major Program (MP) activities, transportation schedules, van logs, and required binders.
- Adapt activities and supports to meet each resident’s physical, behavioral, and cognitive needs.
- Organize special events, holiday activities, and community participation opportunities.
- Ensure programming aligns with person-centered practices and DBHDS standards.
3. Supervision & Leadership
- Supervise, mentor, and support DSP staff to ensure quality service delivery and professionalism.
- Assist with staff scheduling, shift coverage, call-outs, and overtime management.
- Train and orient new employees on agency policies, ISP implementation, documentation standards, medication procedures, infection control, and resident rights.
- Conduct regular chart audits and monitor staff compliance with documentation requirements.
- Delegate responsibilities related to resident care, household operations, and supplies.
- Promote teamwork, accountability, and positive staff morale.
- Participate in staff meetings, trainings, and performance improvement initiatives.
4. Administrative & Compliance Duties
- Maintain compliance with DBHDS, DMAS, Medicaid Waiver, and agency regulations and standards.
- Ensure completion and organization of resident files, staff records, fire drills, emergency preparedness logs, environmental checks, and incident documentation.
- Participate in case management meetings, ISP meetings, licensing inspections, and audits.
- Submit required reports and updates to the Program Director in a timely manner.
- Track receipts, petty cash, resident funds, and approved household purchases.
- Assist with scheduling, compliance monitoring, and quality assurance activities.
- Ensure confidentiality and HIPAA compliance at all times.
5. Community Safety & Risk Management
- Ensure resident safety during transportation, outings, appointments, and in-home activities.
- Respond appropriately to behavioral incidents, medical emergencies, and crisis situations.
- Follow all emergency protocols, behavior support plans, and medication administration procedures.
- Monitor the home for environmental and safety risks and address concerns promptly.
- Provide on-call support and emergency coverage as required.
6. Budget & Household Management
- Monitor household inventory, supplies, groceries, medications, and activity materials.
- Assist with ordering supplies and maintaining cost-effective operations.
- Track and document household and resident-related expenditures.
- Utilize community resources and donations appropriately to support resident programming.
7. Additional Responsibilities
- Assist with quarterly reviews, ISP updates, and regulatory reporting requirements.
- Conduct ongoing chart audits and staff compliance checks at designated intervals.
- Support continuous quality improvement initiatives and agency goals.
- Perform additional duties as assigned by the Program Director or Administrator.
Working Conditions
- Full-time position with flexible scheduling based on program needs.
- Weekends, evenings, holidays, and on-call coverage may be required.
- Combination of administrative, supervisory, and direct-care responsibilities.
- Will be required to cover shifts and perform direct support duties during staffing shortages, emergencies, call-outs, or staff absences.
- Requires standing, walking, lifting, transporting residents, and responding to behavioral or medical emergencies.
- Frequent community outings and transportation responsibilities.

Qualifications
- Associate’s or Bachelor’s degree in Human Services, Social Work, Psychology, Healthcare Administration, or related field preferred
- Minimum of 5 years of management or supervisory experience required
- Minimum of 3 years of experience working as a DSP or in residential DD/ID services required
- Knowledge of DBHDS regulations, DMAS standards, ISP implementation, and residential compliance preferred
- Valid driver’s license with acceptable driving record required
- CPR, First Aid, Medication Aide, and TOVA certification preferred or required upon hire

Pay: $37,440.00 - $62,400.00 per year
