Shine Mental Health is an outpatient dual diagnosis program serving adults in Fresno, CA. We provide integrated treatment for individuals living with co-occurring mental health and substance use disorders, grounded in evidence-based practice, trauma-informed care, and a belief that lasting recovery is possible.
The Role
Reporting to the Director of Operations, the Program Manager at Shine oversees daily program operations, ensures high-quality patient care, and leads a multidisciplinary clinical and administrative team. This is a leadership role for someone who understands the complexity of dual diagnosis treatment — and who brings both clinical grounding and operational accountability to the work.
What You'll Do
Compliance, Standards & Quality Assurance
- Uphold and continuously improve program standards, policies, and procedures
- Ensure staff and program compliance with DHCS, Joint Commission, HIPAA, and ADA regulations
- Conduct EMR reviews and maintain documentation compliance
- Oversee insurance compliance including utilization review and medical necessity criteria
Clinical Oversight & Patient Care
- Monitor patient progress and ensure appropriate level of care based on medical necessity
- Coordinate services across the multidisciplinary team and with families
- Support crisis intervention alongside clinical and non-clinical staff
- Record interventions and interactions with patients
Staff Management & Development
- Assist with recruitment, training, and onboarding of clinical staff, contractors, and interns
- Support performance measurement and outcome evaluation
- Build a team culture that holds both clinical quality and human dignity at the center
Program & Operations Management
- Collaborate with Admissions to ensure intakes are scheduled appropriately
- Develop weekly and monthly programming schedules
- Facilitate and attend interdisciplinary team meetings, case conferences, and in-service trainings
Community Relations
- Build and maintain relationships with patients, families, and referral sources
- Represent Shine and TPEG as a mission-driven leader in the community
What We're Looking For
- A leader with experience in dual diagnosis, mental health, or SUD treatment
- Strong clinical judgment and the ability to manage complexity without losing sight of the individual
- Operational discipline — you can hold structure and adapt quickly when patients need it
- A commitment to reducing stigma and delivering care that meets people where they are
- Culturally responsive, ethical, and team-oriented leadership
Minimum Qualifications
- Bachelor's Degree in Psychology, Social Work, or related field (Master's preferred)
- Minimum 3 years of experience in the mental health field
- Minimum 2 years of supervisory experience
- Strong leadership, communication, and organizational skills
- Valid Driver's License
- Experience working with culturally diverse populations
Preferred Qualifications
- Master's Degree in Counseling, Psychology, Social Work, or related field
- Experience in dual diagnosis or co-occurring disorder treatment
- Familiarity with Joint Commission standards and DHCS regulations
