JOB
The Manager of Design and Construction is responsible, in a territorial capacity, for managing and designing water transmission, distribution and storage facilities, buildings and structures upgrades, new constructions, rehabilitations, repairs and routine maintenance projects. Develops project cost estimates and provides input in planning designs for engineering projects. Leads a team of project managers, engineers, engineering technicians, coordinators, and inspectors to effectively manage, coordinate and inspect projects. Because the Authority has a responsibility to serve the public 24 hours a day, an employee in this class is expected to work extended hours and weekends as conditions demand and may be called in on short notice as needed. EXAMPLE OF DUTIES
Prepares cost estimates and develops plans and specifications for additions to water distribution system.Conducts field studies to evaluate water system expansions, upgrades and repairs.Performs surveying and sundry engineering work as required.Performs or manages special studies or investigations as needed for water distribution.Prepares necessary documents, studies or investigations for construction permit applications to regulatory agencies.Prepares milestone schedules, GANT and PERT charts for all projects.Assists with cost estimates preparation and the development of plans and specifications.Conducts inspections and manages projects within budget and within time schedules agreed to; evaluates projects to identify potential savings and improvements.Provides input in projects design and RFP/IFB’s; assists with the development of RFP’s/IFB’s.Plan, design and provide construction management of federal and local grant funded projects; prepare and submit project status reports, schedules and other required documents for grant administration.
SUPPLEMENTAL INFORMATION
Graduation from an accredited college or university with a bachelor’s degree in civil engineering, electrical engineering, or mechanical engineering and six (6) years of progressively responsible experience in civil, electrical or mechanical engineering.
