Position Summary & Responsibilities
Position Summary:
The position (K0229192)
Supervises and directs management of program management and coordinator staff assigned to the STI/HIV/Hep C Prevention, Care and Surveillance. Sets performance expectations, develops standards and conducts timely evaluation of assigned staff. Confers with management staff to develop, explain, interpret, and discuss program activities, goals, policies, and procedures. Interprets personnel policies and procedures for program staff. Responsible for scheduling the work of managers through the use of deadlines and accountability reporting. Meets regularly in one on one coaching sessions with assigned staff. Manages all personnel matters within the section in collaboration with program managers, bureau director and Office of Personnel Services.
Plans, organizes, manages and directs the planning, implementation and evaluation for multi-faceted statewide Ryan White Part B/ADAP and STI/HIV Prevention, Care, and Surveillance, and Viral Hepatitis programs. This includes formulating policies, interpreting and directing the application of policies and guidelines and ensuring that work is performed in compliance with agency policies as well as state laws and federal regulations, including HIV and STI specific.; preparing budgets, monitoring expenditures and preparing reports including grant applications, grant application budgets; monitoring and evaluating complex and controversial investigations for adherence to administrative guidelines and technical procedures as established by KDHE, HRSA and the CDC; and attendance at relevant state, regional, and national conferences.
Directs collaborative efforts with other programs within the BDCP, including collaboration on conferences, both in state and nationally and other sections within KDHE, and other state and local agencies. Focus efforts on providing the most efficient and effective services to program participants. Manages the Not in Care in Kansas (NICK) program, Kansas Aid-to-Local RW Part B Program, Kansas Aid to Local HIV Prevention Program, and Viral Hepatitis Program, and continuously analyzes programs based on stakeholder and community member needs and implements policy changes/updates as needed. Ensures facilitation of stakeholder input on statewide needs and planning to address the syndemic nature of the STI, HIV, Hepatitis epidemics.
Job Responsibilities may include but are not limited to the following:
Updates the Bureau Director on any matters of significant or substantive program, personnel, or budgeting changes. Ensure the Bureau Director is notified of any changes in funding agency restrictions, requirements, requests, or guidelines.
Facilitate the implementation of continuous quality improvement-based activities to obtain performance-related outcome evaluation data to assess program performance. Direct collaborative efforts with other programs within the BDCP, including collaboration on conferences, both in state and nationally and other sections within KDHE, and other state and local agencies. Focus efforts on providing the most efficient and effective services to program participants.

Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Minimum of ten years of experience in planning, organizing and directing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency. At least five years of experience of working with Ryan White, Linkage-to-Care, and any other hepatitis, STI/HIV Prevention, Care, and Surveillance services. Five years of experience in writing and managing federal grants.
