As we continue our national expansion, we are seeking an experienced Proposal Manager to lead our proposal development efforts and help us secure new business opportunities across the country.
Position Summary
The Proposal Manager will own the entire Request for Proposal (RFP), Request for Information (RFI), and Request for Quote (RFQ) process from opportunity identification through final submission.
This position requires an exceptional writer, organized project manager, and strategic thinker who can collaborate across departments to produce compelling, compliant, and winning proposals.
The ideal candidate has experience responding to healthcare, Medicaid, managed care, government, or technology procurements.
Primary ResponsibilitiesProposal Management
- Lead all phases of proposal development
- Manage multiple proposals simultaneously
- Develop proposal schedules and production timelines
- Coordinate internal contributors and subject matter experts
- Facilitate proposal kickoff meetings
- Monitor proposal progress and deadlines
- Ensure timely and accurate proposal submissions
Proposal Writing
Develop and edit high-quality responses including:
- Executive summaries
- Corporate qualifications
- Technical narratives
- Implementation plans
- Operations plans
- Staffing plans
- Quality Assurance programs
- Fraud, Waste & Abuse programs
- Compliance responses
- Security documentation
- Disaster Recovery plans
- Value-added service offerings
Compliance Management
- Review solicitations and identify mandatory requirements
- Develop compliance matrices
- Ensure all proposal requirements are addressed
- Verify formatting, page limits, and submission instructions
- Maintain proposal quality and consistency
Content Library Management
Develop and maintain a centralized proposal library including:
- Standard proposal responses
- Corporate information
- Resumes
- Project descriptions
- Case studies
- References
- Certifications
- Policies and procedures
- Organizational charts
- Graphics and diagrams
Cross-Functional Collaboration
Partner with leadership and subject matter experts across:
- Operations
- Information Technology
- Compliance
- Finance
- Network Development
- Customer Service
- Quality Assurance
- Executive Leadership
Continuous Improvement
- Improve proposal processes and workflows
- Track proposal metrics and win rates
- Recommend best practices
- Research competitors and procurement trends
- Identify opportunities for process automation and AI-assisted proposal development
Required Qualifications
- Bachelor's degree in Business, Communications, English, Healthcare Administration, Public Administration, Marketing, or related field
- 5+ years of proposal writing experience
- Experience managing complex RFP responses
- Outstanding writing, editing, and proofreading skills
- Strong project management abilities
- Excellent organizational and time management skills
- Ability to manage multiple deadlines simultaneously
- Advanced Microsoft Office skills
- Experience with Adobe Acrobat
Preferred Qualifications
- Healthcare industry experience
- Medicaid Managed Care experience
- Government procurement experience
- Experience responding to state Medicaid RFPs
- Proposal software experience (Responsive/RFPIO, Loopio, Qvidian, etc.)
- Experience with AI writing tools including ChatGPT or Microsoft Copilot
- APMP (Association of Proposal Management Professionals) certification preferred
