Position Overview
We are seeking a qualified Project Manager (PM) to provide full-time, full life-cycle construction management support for a client’s capital construction portfolio of government facilities. Acting as an Owner’s Representative, the PM will oversee multiple concurrent capital projects—ranging from new construction to major renovations and facility upgrades—ensuring they are delivered safely, on schedule, within budget, and in strict compliance with District standards.
Key Responsibilities & Scope of Work
1. Project Initiation, Planning & Design
- Develop comprehensive Project Management Plans, outlining scopes, schedules, and budgets.
- Conduct thorough site assessments, review existing building documentation, and manage early planning phases.
- Review design documents, specifications, and contract packages for quality, constructability, and regulatory compliance.
- Coordinate closely with design teams, regulatory entities, and internal stakeholders to manage permitting requirements and mitigate schedule impacts.
2. Procurement & Construction Phase Management
- Prepare scopes of work, technical requirements, and support contractor procurement and evaluation processes.
- Conduct regular on-site observations to monitor construction progress, superior quality standards, and site safety protocols.
- Review baseline schedules, proactively identify potential delays, and formulate robust schedule mitigation strategies.
- Evaluate and provide formal recommendations on contractor pay applications, change orders, submittals, and Requests for Information (RFIs).
- Manage project risk registers, track key project milestones, and immediately escalate critical issues to the Executive Program Manager.
3. Stakeholder Coordination & Communication
- Facilitate seamless communication between the client design teams, contractors, utilities, and community stakeholders.
- Represent the client professionally during public community meetings, stakeholder engagements, and site visits.
- Prepare and distribute structured meeting agendas, comprehensive minutes, and trackable action logs using client-approved project management systems.
4. Financial Controls, Documentation & Closeout
- Maintain accurate, audit-ready project records, logs, and financial documentation.
- Prepare detailed monthly progress and financial reports, featuring reliable cost forecasting and variance analyses.
- Manage project closeout workflows, including coordinating comprehensive punch lists, inspections, and final agency acceptance.
- Secure and verify the delivery of as-built drawings, warranties, Operations & Maintenance (O&M) manuals, and complete commissioning transition packages.
Performance & Operational Standards
- Timeliness: Meet all deliverable due dates; respond to client inquiries within 24 hours / 1 business day.
- Risk & Budget Management: Maintain active risk logs and provide immediate notifications regarding potential cost overruns or schedule threats.
- Contractor Oversight: Continuously monitor contractor performance against contractual terms, safety regulations, and quality benchmarks, swiftly tracking identified deficiencies to resolution.
- Change Management: Thoroughly review all change order requests for validity, accurately evaluating cost and schedule impacts prior to submitting written recommendations to the client.

Minimum Qualifications & Requirements
- Professional Experience: 4 to 7 years of demonstrated, hands-on experience in organizing, managing, and overseeing the full project life cycle of building construction projects valued over $7.5M.
- Public Sector / Capital Project Background: Proven success managing capital, municipal, or public-sector construction projects, preferably within a government framework.
- Lifecycle Competency: Comprehensive technical knowledge covering planning, procurement, design, permitting, active construction, closeout, and warranty phases.
- Communication & Coordination: Exceptional written and verbal communication skills, with a proven ability to lead multi-agency and community-facing coordination efforts.
- Preferred Credentials:
- Project Management Professional (PMP) certification or equivalent credential.
- Direct familiarity with District of Columbia public sector project standards, processes, and regulatory systems.
Job Types: Full-time, Contract
Pay: $90,000.00 - $200,000.00 per year
