EPSDT Nursing Director (RN)

Position Summary
El Mirador Home Care is seeking an experienced and motivated Registered Nurse (RN) to serve as the EPSDT Nursing Director for our Personal Care Services program. This leadership position is responsible for providing clinical oversight of the agency's EPSDT Personal Care Services program, ensuring regulatory compliance, conducting nursing assessments and supervisory visits, and supporting the delivery of high-quality services to children and young adults throughout New Mexico.
The Nursing Director will work closely with agency leadership, caregivers, families, physicians, case managers, and managed care organizations to ensure services are delivered in accordance with Medicaid regulations, EPSDT requirements, and agency policies.
This position is primarily office-based in Albuquerque and requires travel throughout the agency's service areas, including Albuquerque, Santa Fe, Española, Taos, and other New Mexico communities as the EPSDT program expands.
Essential Duties and ResponsibilitiesClinical Oversight
- Provide clinical leadership and oversight of the EPSDT Personal Care Services program.
- Ensure services are delivered in accordance with New Mexico Medicaid regulations, EPSDT requirements, and agency policies.
- Review nursing assessments, care plans, supervisory documentation, and client records for clinical accuracy and compliance.
- Serve as a clinical resource for caregivers, supervisors, clients, and families.
- Collaborate with physicians, case managers, schools, therapists, and other healthcare providers involved in client care.
- Participate in interdisciplinary care planning and coordination.
Assessments and Home Visits
- Conduct initial nursing assessments and ongoing reassessments for EPSDT participants.
- Complete supervisory and oversight visits as required by program and regulatory requirements.
- Evaluate client needs and recommend appropriate services and supports.
- Monitor client health and safety concerns and implement appropriate interventions.
- Assess caregiver performance and provide education and guidance as needed.
- Assist with resolving client care concerns and service issues.
Compliance and Quality Assurance
- Ensure compliance with all Medicaid, Managed Care Organization (MCO), and state regulatory requirements.
- Participate in internal audits, external audits, and quality assurance reviews.
- Monitor documentation for completeness, timeliness, and accuracy.
- Assist with incident investigations, corrective action plans, and compliance monitoring activities.
- Develop and implement clinical policies, procedures, and best practices.
- Maintain current knowledge of applicable state and federal regulations affecting EPSDT and community-based healthcare services.
Leadership and Program Development
- Provide supervision, support, and clinical guidance to staff involved in EPSDT services.
- Assist with recruitment, onboarding, training, and performance management of clinical personnel.
- Participate in program development, expansion initiatives, and process improvement efforts.
- Represent the agency during MCO meetings, audits, and community outreach activities.
- Support agency growth and expansion of EPSDT services into additional New Mexico service areas.
QualificationsEducation and Licensure
- Current Registered Nurse (RN) license in the State of New Mexico required.
- Bachelor of Science in Nursing (BSN) preferred.
- Current CPR certification required.
- Current TB Negative result within the last year.
- Current Automobile Insurance.
- Current Driver's License.
Experience
- Minimum of three years of nursing experience required.
- Experience in pediatrics, home health, case management, community-based services, developmental disabilities, or Medicaid programs preferred.
- Previous supervisory or leadership experience preferred.
- Experience with EPSDT services and Medicaid-funded programs strongly preferred.
Knowledge, Skills, and Abilities
- Strong clinical assessment and critical thinking skills.
- Knowledge of Medicaid regulations and community-based healthcare programs.
- Excellent communication, documentation, organizational, and leadership abilities.
- Ability to work independently and manage multiple priorities.
- Ability to build positive relationships with clients, families, caregivers, referral sources, and community partners.
- Proficiency with Microsoft Office and electronic medical record systems.
Additional Requirements
- Reliable transportation required.
- Valid New Mexico driver's license and current automobile insurance required.
- Ability and willingness to travel throughout New Mexico service areas as needed.
- Ability to pass all required background screenings and maintain eligibility to work within Medicaid-funded programs.
