About the Role
Changing Technologies, Inc. (CTI) is seeking an experienced Privacy and Records Management Officer to support the DC Department of Human Services (DHS), Office of the Director. This is a senior-level position (CS-0301-14 equivalent) responsible for all aspects of privacy and confidentiality related to the delivery of health and human services across the District.
You will serve as the agency's Privacy Officer, the technical authority advising the Agency Director and Executive Staff on HIPAA, Medicaid, and FOIA compliance, while overseeing records management, retention, and disposition city-wide.
Key Responsibilities
- Serve as the designated Privacy Officer for DHS, ensuring compliance with HIPAA, Medicaid privacy requirements, and related confidentiality requirements for human services programs (TANF, SNAP, Child Welfare, Homeless Services, Medicaid)
- Develop, implement, and oversee agency-wide privacy and records management policies and procedures in compliance with federal and District laws
- Coordinate the receipt, maintenance, storage, disposition, and research of DHS files and records in compliance with retention requirements
- Oversee and support the agency's response to FOIA requests in coordination with the DHS FOIA Officer
- Advise the Agency Director, Deputy Mayor, and senior officials on complex privacy and confidentiality issues, including information-sharing agreements between District health and human services agencies
- Conduct privacy risk assessments and ongoing compliance monitoring; ensure adherence to the "minimum necessary rule"
- Plan and conduct compliance reviews across each division for FOIA, Medicaid, and HIPAA requirements
- Establish and administer a process for receiving, documenting, investigating, and resolving privacy complaints in coordination with legal counsel
- Evaluate paper and electronic records/filing systems; recommend redesigns and enhancements
- Represent the District on local and national privacy and confidentiality committees
- Provide advanced technical assistance to DHS staff on Medicaid, HIPAA, ACA, CMS requirements, RFPs, grants, and special projects
Required Qualifications
- Mastery knowledge of laws, regulations, and policies governing the privacy and confidentiality of health and human services information (HIPAA, Medicaid, FOIA)
- Demonstrated experience analyzing and developing healthcare/human services privacy and confidentiality policies
- Experience developing and implementing records retention policies
- Knowledge of national human services and/or healthcare reform
- Knowledge of human services and healthcare statistics, terminology, and methods
- Strong project management skills — able to plan, organize, and run multiple independent projects concurrently
- Proficiency with Microsoft Word, Excel, and Access
- Excellent oral and written communication skills; tact and discretion in dealing with persons from all backgrounds
- Ability to work independently under general supervision, setting own priorities and deadlines
Preferred Qualifications
- Prior experience as a Privacy Officer, HIPAA Compliance Officer, or Records Management Officer within a government agency or healthcare organization
- Certification such as CIPP/US, CIPM, CHPC, or CRM (a plus)
- Experience supporting District of Columbia or other state/local government agencies
