Why does the job exist?
The Manager, Compliance will:
Supervise and provide oversight of the Training Coordinator which supports staff within Health Facility Licensing and Certification (HFLC);
Oversee the Review Supervisor and at least two Reviewers responsible for reviewing survey reports for all licensed and certified healthcare facilities;
Provide leadership and coordination for the ASPEN/QIES Coordinator functions;
Oversee the Registered Nurse (MDS/OASIS) and Certified Nurse Aide (CNA) Coordinator positions;
Ensure regulatory compliance and operational support across healthcare facility licensing and certification activities.
How does it get done?
The Manager, Compliance is responsible for:
Reviewing survey findings statements of deficiencies to ensure there is enough evidence to support deficient practice;
Ensuring citations are cited at the appropriate regulation and scope/ severity and condition (as applicable) and ensure that the survey report is released within required deadlines;
Providing written feedback to the Manager/ survey team;
Creating enforcement letters, making remedy recommendations and transferring cases to Centers for Medicare and Medicaid Services (CMS) Regional Office (RO) as required, prior to sending reports to the provider;
Maintaining a review tracking log for accuracy of status of enforcement cases;
Supervising and supporting responsibilities of the Review Supervisor, ASPEN Coordinator, MDS/OASIS Coordinator and CNA Coordinator as needed;
Reviewing and tracking Civil Money Penalty (CMP) Grant applications, providing feedback, monitoring approved grants, updating the annual state plan and acting as liaison between grantee and the CMS;
Facilitating the Informal Dispute Resolution (IDR) monthly Committee, preparing the IDR packets in advance, recording discussion and notifying facility of outcome.

Minimum Qualification
Bachelor's Degree in any field of study from an accredited college or university and four (4) years of professional-level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License.
Must Possess and maintain a current Defensive driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in the office setting with exposure to visual/Video Display Terminal (VDT) and extensive computer and telephone usage.
