Role Overview
The Market Development Manager (MDM) is responsible for driving brand awareness, demand creation, and market penetration for newly built Fiber and Fixed Wireless broadband market, primarily in rural and underserved communities. This role serves as the go-to-market quarterback for each build, ensuring marketing, community engagement, partner activation, and referral efforts are tightly aligned with network deployment schedules and take-rate goals.
This is a marketing-led role with business development and field marketing components. The Market Development Manager does not directly sell but instead drives qualified demand to digital sales channels and partners, enabling strong penetration post-build.
Key Responsibilities
Market Launch & Demand Generation
- Own the go-to-market activation plan for each Fiber and Fixed Wireless build, coordinating closely with Construction, Network, and Marketing teams.
- Partner with internal digital marketing teams and agency partners to:
- Time pre-launch, launch, and post-launch campaigns to construction milestones.
- Optimize messaging by market maturity (pre-signups, launch offers, post-launch conversion).
- Ensure local market insights are incorporated into campaign messaging and targeting.
- Leverage our Mobile capabilities to bundle broadband and mobile in our Marketing approach
Brand Awareness & Community Engagement
- Act as the local brand ambassador during market builds and launches.
- Build visibility and trust through grassroots and field marketing efforts, including:
- Community meetings and events
- Local sponsorships
- Presence at chambers of commerce, fairs, schools, and business associations
- Coordinate public relations efforts, including local media outreach, press releases, and community announcements tied to build progress and launches.
Referral & Partner Program Development
- Drive adoption and optimization of referral programs (residential and small business).
- Recruit, onboard, and activate:
- Local businesses
- Community leaders
- Authorized sales/referral partners
- Ensure partners are enablement-ready with messaging, tools, and incentives to generate website traffic and qualified leads.
Website-Led Sales Enablement
- Focus all market activity on driving demand to owned digital channels (website, online ordering).
- Work with marketing and product teams to surface local insights that improve:
- Conversion rates
- Offer structure
- Messaging relevance by market
- Monitor campaign performance and market-level funnel metrics from interest through activation.
Performance & Accountability
- Own post-build market performance in partnership with Marketing and Sales leadership.
- Be accountable for:
- Market penetration / take-rate targets
- Lead generation volume and quality
- Cost-effective acquisition at the market level
- Track and report on market KPIs, adjusting activation strategies based on performance trends.

Qualifications & Experience
Required
- 5+ years of experience in:
- Market development, field marketing, growth marketing, or community-based marketing
- Experience launching products or services in new or underserved markets, preferably rural or regional.
- Strong understanding of digital demand generation and website-led sales models.
- Proven ability to work cross-functionally across marketing, sales, and operations.
- Comfortable operating in ambiguity and fast-changing build schedules.
- Willingness to travel extensively within assigned markets.
Preferred
- Experience in broadband, telecom, utilities, or infrastructure-based services.
- Familiarity with Fiber or Fixed Wireless deployments.
- Background in partner development, affiliate programs, or indirect sales models.
- Experience working with agencies and managing multi-channel campaigns.

Pay Range:
· Inland Cellular offers a competitive salary range based on qualifications and experience. The annual base salary range for this role is $70,000–$89,000. The actual base salary offered will be determined based on factors including (but not limited to) relevant skills and experience, job-related knowledge, internal equity, and geographic location, and may be modified as needed to comply with applicable law.
· This role is also eligible for an annual bonus program, in accordance with company plan terms. Bonuses, if any, are not guaranteed and are subject to individual and company performance and continued eligibility under the applicable plan.
