District Manager – Property Management, Low-Income Housing
MACO Management Co., Inc. is seeking a qualified, motivated District Manager to oversee assigned low-income and affordable multi-family housing communities from our Marshall, Missouri regional office. This position is scheduled for 34 hours per week and requires regular travel to assigned properties.
The District Manager is responsible for leading site operations, supporting property staff, protecting owner assets, maintaining strong resident relations, and ensuring each community operates in compliance with all applicable federal, state, local, and program requirements, including Fair Housing, Section 8, LIHTC, tenant eligibility, health and safety, and other affordable housing standards.
Essential Responsibilities
· Supervise, train, support, and evaluate site staff across assigned properties, including assisting with hiring, coaching, corrective action, and terminations when necessary.
· Monitor daily property operations, including occupancy, leasing activity, resident concerns, maintenance standards, inspections, and overall curb appeal.
· Review property financial statements, assist with annual operating budgets, monitor expenditures, and approve property-related expenses in accordance with company policies.
· Ensure compliance with Fair Housing, non-discrimination requirements, tenant eligibility rules, Section 8, LIHTC, and other applicable affordable housing program standards.
· Serve as a liaison with governing agencies, owners, vendors, residents, and internal departments to support timely communication and effective issue resolution.
· Prepare for, monitor, and attend property inspections, including agency, owner, investor, and compliance inspections.
· Oversee maintenance coordination, vendor relationships, grounds upkeep, health and safety standards, and follow-up on required repairs or deficiencies.
· Use property management systems and reporting tools to review data, track operational performance, and support accurate documentation.
Qualifications
· High school diploma or equivalent required; additional education or certifications in property management, affordable housing, business, or finance are preferred.
· Prior experience in property management, affordable housing, finance, compliance, customer service, or a related administrative field is preferred.
· Knowledge of Fair Housing, Section 8, LIHTC, tenant eligibility, landlord-tenant requirements, and affordable housing compliance standards is strongly preferred.
· Strong leadership, communication, organization, problem-solving, and decision-making skills.
· Ability to work professionally with residents, staff, vendors, agencies, and property owners.
· Proficiency with Microsoft Office and property management software; Yardi experience is preferred.
· Valid driver’s license and willingness to travel to assigned properties as required.
