Company Description
Nehal Contracting Inc. is a general contractor with 25+ years of experience delivering heavy civil and site work for New York City and New York State public agencies, including the School Construction Authority (SCA), Department of Design and Construction (DDC), DASNY, and NYCHA. We self-perform excavation, foundations, utilities, concrete, and sitework on projects across the five boroughs, and we are growing our project teams to support an expanding pipeline of agency work.
Job Description
Nehal Contracting is seeking an Assistant Project Manager to support active NYC public agency projects. The APM runs the document and coordination machinery of the project — reviewing and driving the work a Project Engineer produces, keeping the schedule current, and coordinating subcontractor work in the office and on site. All commercial and payment functions (requisitions, budgets, change order pricing) are owned by the Project Manager; the APM keeps the technical and coordination side moving so the PM can run the money. The role reports to the Project Manager, directs the day-to-day work of the Project Engineer, and coordinates closely with the Site Superintendent, who also reports to the APM and PM. This is the middle step in our Project Engineer → Assistant Project Manager → Project Manager career path.
This position is based in our Nanuet, NY office, with regular visits to active jobsites in the five boroughs to coordinate subcontractor work, verify progress, and attend agency meetings.
Responsibilities include, but are not limited to:
- Review Project Engineer–prepared submittal packages and RFIs for completeness and spec compliance before they go to the agency’s design consultants, and drive open items to resolution within contract turnaround times
- Manage the RFI, submittal, and change order logs — track status, chase outstanding responses with subcontractors, consultants, and agency reviewers, and escalate items that put the schedule at risk
- Coordinate subcontractor work on site — sequence sub trades with the Site Superintendent, hold subs to their schedule commitments, and resolve trade coordination conflicts before they impact the critical path
- Assemble change order proposals — quantities, pricing backup, T&M tickets, and correspondence — for the Project Manager, who owns pricing and negotiation with the agency
- Perform quantity takeoffs and constructability reviews of contract drawings — verify dimensions, grades, and quantities, and identify scope gaps and conflicts
- Maintain and update project schedules and 2–3 week look-aheads in Primavera P6 with input from the Project Manager and Site Superintendent
- Support subcontractor buyout — prepare scope sheets and technical scope comparisons of sub proposals for the Project Manager’s review
- Coordinate day-to-day between the office and field — support the Site Superintendent on inspections, deliveries, and agency requirements, and attend OAC and agency meetings with or on behalf of the Project Manager
- Support agency compliance workflows, including MWBE reporting, PLA documentation, and certified payroll backup coordination
- Assist the Project Manager with project closeout, including punch list tracking, as-built review, and agency closeout documentation
Qualifications
Minimum Requirements:
- Bachelor’s degree in Civil Engineering, Construction Management, or a related field, or demonstrated equivalent experience
- 3–6 years of construction project management or project engineering experience, with GC-side experience on NYC or NYS public agency projects (SCA, DDC, MTA, DASNY, NYCHA) strongly preferred
- Working command of the full public agency document chain — RFIs, submittals, change orders, requisitions, and closeout
- Demonstrated experience coordinating subcontractors — sequencing, schedule accountability, and trade conflict resolution
- Ability to read contract drawings and specifications well enough to catch a non-compliant submittal or a scope gap before the agency does
- Working knowledge of Oracle Primavera P6 for schedule updates and look-aheads
- Proficiency in Bluebeam Revu and Excel; experience with Procore or similar project management platforms
- Strong written communication skills — requisition packages, transmittals, and correspondence in this role go to agency reviewers
- Valid driver’s license and ability to travel to jobsites in the five boroughs as needed
- OSHA 30 and NYC DOB SST card, or willingness to obtain upon hire
Preferred Qualifications:
- Direct SCA or DDC project experience, including agency submittal and document platforms (Kahua, LCMS, DDC systems)
- Experience on union/PLA projects
- AutoCAD proficiency for shop drawing review
- CAPM, EIT, or progress toward PMP
- Interest in construction technology — we are actively investing in AI and automation tools and welcome candidates who want to work with them
