The State of New Hampshire, Department of Justice, Civil Bureau, Elections Unit has a full-time vacancy for an Investigative Paralegal. (Position Title).
Summary:
To assist Civil Bureau investigators and attorneys in the initiation, investigation, and presentation of elections-related litigation. To provide paraprofessional support of law-related duties including drafting, analyzing, and coordinating evidence and research-based recommendations for the resolution of claims and lawsuits.
DETAILED TASKS (AGENCY/POSITION-SPECIFIC):
Initiates and conducts investigations, in conjunction with investigators and attorneys, relative to election law. Records and assesses citizen claims and inquiries related to election law for response and action.
Maintains computerized records of claims and investigations for purposes of reporting and tracking of status, cost, budgetary and operational planning. Develops civil and criminal case management systems to assist attorneys in trial and in settlement.
Collects, collates, redacts and responds to right-to-know requests.
Analyzes cases and identifies specific issues or problems for further research and action. Formulates recommendations for work strategies and dispositions to assure cases are handled expediently.
Examines and analyzes highly technical financial documents, personal and public records, and other documents to obtain and verify information and/or identify violations.
Issues subpoenas and coordinates availability of witnesses to ensure their appearance for testimony at court trials, depositions, and administrative hearings. Attends depositions and contested judicial and administrative hearings to take notes, consult with attorneys, and prepare deposition and hearing summaries.
Analyzes and compiles discovery, and prosecution and litigation materials for use by attorneys to include witness interviews, interview summaries, municipal records, financial records, background investigation reports, and credit reports.
Interprets and applies State statutes, rules and regulations, and various manuals and specifications to provide recommendations for use in legal cases and in providing assistance concerning agency legal issues.
Delegates, evaluates and edits work assigned to support staff.

YOUR EXPERIENCE COUNTS: Each additional year of approved formal education may be substituted for one year of required work experience and/or each additional year of approved work experience may be substituted for one year of required formal education.
MINIMUM QUALIFICATIONS:
Education/Experience: Associate’s degree and 3.5 years of experience OR equivalent combination of 5.5 years of education and experience after completion of high school. Education and experience must be civil litigation, legal studies, paralegal work, investigations, or a related field.
License/Certification: Valid driver’s license or access to transportation

PREFERRED QUALIFICATIONS: Experience locating individuals, collecting information, and conducting personal interviews. Ability to manage, organize, supervise and coordinate investigations in a wide range of legal matters. Ability to communicate clearly and concisely, both orally and in writing. Ability to exercise judgment and discuss problems rationally during a possible adversarial contact. Knowledge of pertinent laws for litigation practice, legal procedures and methods of legal research. Ability to analyze widely divergent elements of information and arrive at logical conclusions. Ability to objectively evaluate information received to make sound recommendations. Demonstrated use of integrity in the protection and confidentiality of evidence and sensitive documents and files.
