As our organization grows, we are seeking an experienced Government Contracts & Compliance Manager to oversee the development, submission, and management of state and federal contract opportunities while ensuring our organization remains compliant and contract-ready.
This is a highly independent role for someone who enjoys organization, strategic planning, government contracting, and building operational systems that support growth.
Position Summary
The Government Contracts & Compliance Manager is responsible for researching funding opportunities, preparing and submitting government contract applications, maintaining organizational compliance, coordinating required documentation, and managing the administrative processes necessary to secure and maintain contracts.
The ideal candidate has experience working with government procurement systems, grants, nonprofit or healthcare compliance, and complex application processes.
Essential ResponsibilitiesGovernment Contracts & Procurement
- Research local, county, state, and federal contract opportunities.
- Monitor procurement websites for new solicitations and deadlines.
- Prepare, organize, and submit Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations for Bids (IFBs), and other government applications.
- Coordinate proposal development from beginning to submission.
- Ensure applications are complete, accurate, and submitted on time.
- Track contract status and award notifications.
Organizational Compliance
- Maintain all business registrations, licenses, certifications, and required documentation.
- Ensure the organization remains compliant with state and federal contracting requirements.
- Coordinate insurance certificates, tax documentation, policies, and corporate filings.
- Maintain compliance calendars for renewals, reporting deadlines, and certifications.
- Develop and update organizational policies as needed.
Grant & Funding Administration
- Research grant opportunities aligned with organizational goals.
- Prepare and coordinate grant applications.
- Assist with post-award reporting and documentation.
- Track grant deliverables and reporting deadlines.
Project & Administrative Management
- Develop systems to organize organizational records and contract files.
- Create workflows that improve operational efficiency.
- Coordinate with executive leadership, accountants, attorneys, insurance providers, and subcontractors.
- Prepare reports and presentations for leadership regarding funding opportunities and organizational readiness.
Strategic Growth
- Identify new funding opportunities that align with organizational expansion.
- Recommend improvements to strengthen competitiveness for government awards.
- Assist leadership with long-term strategic planning.
- Help build infrastructure that supports sustainable organizational growth.
QualificationsRequired
- Bachelor's degree in Business Administration, Public Administration, Healthcare Administration, Nonprofit Management, or related field (or equivalent experience).
- Minimum 3 years of experience in government contracting, grants management, compliance, procurement, or proposal development.
- Strong project management and organizational skills.
- Excellent written communication skills.
- Ability to manage multiple deadlines simultaneously.
- High attention to detail.
- Ability to work independently with minimal supervision.
Preferred
- Experience with behavioral health, healthcare, or nonprofit organizations.
- Experience with Hawaiʻi state procurement systems.
- Familiarity with federal procurement processes.
- Knowledge of SAM.gov registration and maintenance.
- Experience with grant administration and reporting.
- PMP, Grant Professional Certification (GPC), Certified Federal Contracts Manager (CFCM), or similar credentials are a plus.

It should attract experienced professionals capable of managing the entire contracting lifecycle with minimal oversight.
Pay: $25.00 - $30.00 per hour
