Purpose of Classification:
The purpose of this classification is to plan, coordinate, develop, and execute special program initiatives, events, projects, and training programs for County employees and the Human Resources Department as assigned.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Co-facilitates the planning, management, and execution of HR special projects and events, and monitors their effectiveness; assists with managing and monitoring the effectiveness of special projects, including those related to management, leadership, and employee recognition programs.
Co-facilitates the planning and coordination of personal and professional employee development training programs, including relevant lunch and learns, and conducts special presentations and trains independently as assigned and trained staff.
Assists with training needs assessments and developing training aides; prepares assigned training schedule brochures, flyers, etc. to market training programs and special events; works closely with division manager and administrative support to schedule and coordinate classes; serves as liaison with training vendors and education institutions to identify external training opportunities; and assists with cross-training co-workers regarding operational procedures and proper use of equipment.
Assists in preparing documents and reports; tracks invoices and program costs; receives and responds to questions regarding division activities; and performs other departmental training support tasks.
Assists with developing and monitoring course evaluations for continuous process improvement and identifying measures to improve on-the-job knowledge/skills retention; and explores trends, innovations, awards eligibility, and applications in the training industry for program and professional development areas.
Assists in processing registrations for training programs, entering training data into computer systems; gathers, logs, tracks, and maintains records regarding department activities; compiles data for further processing or use in preparing department reports; files, maintains, and stores electronic and hardcopy records; and serves as the backup personnel for setting up new training classes in County’s learning management system and processes charge backs to departments.
Confers with supervisor to obtain direction regarding work assignments and priorities; organizes tasks to complete assigned work, conferring with co-workers as necessary; and assists with complex situations and provides technical expertise.
Maintains file system of a variety of confidential files/records and information; prepares files, organizes documentation, and files documents in designated order; retrieves/replaces files; scans records into computer; shreds/destroys confidential or obsolete documents; and complies with mandated records retention schedule.
Researches, compiles, and/or monitors administrative, statistical data or other metrics pertaining to department operations; summarize and perform routine data analysis, and prepare reports and open records requests; and research department files, database records, internet sites, hardcopy materials, or other sources as needed.
Creates and edits various forms, reports, correspondence, etc.; communicates with assigned and other supervisors, other County departments and employees, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Maintains confidentiality in performing job responsibilities.
Minimum Qualifications:
Bachelor’s degree in Human Resources, Business/Public Administration, Business Technology or related field; previous experience in training and development and coordinating programs and special events in a human resources environment required; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
