Overview

This role is responsible for the planning, development, implementation, and ongoing management of grant-funded and contract-supported programs, including the creation and maintenance of fiscal systems, compliance frameworks, and cost allocation methodologies. The position ensures full compliance with applicable federal regulations (including Uniform Guidance), state procurement requirements, and funding award conditions.

Description

The incumbent operates with significant independence and serves as a primary authority on grant fiscal compliance, contract administration, and interagency funding coordination. The role works closely with Judiciary leadership, program managers, external funding agencies, and cross-government partners to ensure effective, compliant, and strategically aligned use of public funds.

Compensation

Starting salary is $31.54 per hour. This position will be eligible for longevity increases in accordance with the State step pay plan and annual cost of living increases as enacted by the Vermont State Legislature.

Benefits

12 days of vacation and sick leave are earned per year.

14 holidays are paid per year.

Group life and medical insurance are available.

Dental coverage is effective after six months.

Long-term retirement investment plan available (457 Plans)

Minimum Requirements

Bachelor’s degree in accounting, finance, public administration, business administration, or related field AND five (5) or more years of progressively responsible experience in:

federal and/or state grant administration,
governmental accounting or fiscal management,
contract and procurement oversight,
financial compliance or audit functions, or
administration of complex, multi-funded public programs.

OR equivalent combination of education and experience.

Knowledge, Skills, and Abilities

Advanced knowledge of federal and state grant administration frameworks.
Strong expertise in governmental accounting, fiscal management, and cost allocation methodologies.
Ability to interpret and apply complex regulations, funding requirements, and procurement rules.
Strong analytical skills with ability to evaluate complex financial and programmatic data.
Ability to design and implement fiscal systems and compliance frameworks.
Strong written and verbal communication skills, including technical reporting and policy development.
Ability to build and maintain effective working relationships across agencies, programs, and external partners.
Ability to manage competing priorities in a high-accountability, deadline-driven environment.
