Opportunity Context
We are building a vetted consulting bench for anticipated federal-health and Veteran-serving digital modernization engagements. This is a future or contingent consulting opportunity. It is not federal employment and does not imply that Proactive Logic currently holds a Department of Veterans Affairs award. Engagement timing depends on client demand and contracting approvals.
What We're Looking For
We are seeking a Senior VA Full-Stack Application Modernization Consultant who has delivered production software within VA or VHA and can modernize Veteran-facing and internal health applications without losing sight of accessibility, security, operational reliability, or mission outcomes.
This is a remote, 1099 Corp-to-Corp opportunity for a senior independent consultant. The strongest candidates can lead discovery, make sound architectural tradeoffs, write and review production code, and communicate clearly with program, security, clinical, accessibility, and engineering stakeholders.
Key Requirements
VA and Federal-Health Delivery
- At least 2 years of hands-on production delivery within VA or VHA.
- Practical experience with several relevant VA capabilities, such as VA Lighthouse APIs, Patient Health or benefits APIs, FHIR or SMART on FHIR, VistA or CPRS, Oracle Health or Cerner, SSOe or SSOi, PIV or CAC, or VA enterprise integration patterns.
- Familiarity with VA Technical Reference Model alignment and federal delivery controls.
Senior Application Modernization
- At least 10 years of software engineering and application delivery.
- Production depth in at least one modern application stack: .NET and C# with Angular or React; Java and Spring with React or Next.js; or Ruby on Rails with React.
- REST API design, OpenAPI, relational data modeling, automated testing, observability, error handling, and resilient distributed-system patterns.
- Experience decomposing legacy applications, modernizing service boundaries, and delivering incremental improvements without destabilizing mission-critical workflows.
Accessibility and Veteran-Centered Delivery
- Hands-on Section 508 and WCAG 2.2 AA implementation and testing.
- Experience with accessible forms, keyboard navigation, screen readers, focus management, semantic markup, and automated plus manual accessibility testing.
- Familiarity with the VA Design System or U.S. Web Design System is strongly preferred.
Federal Security and Cloud
- Working knowledge of FISMA, NIST 800-53 controls, RMF or ATO delivery, audit evidence, least privilege, secrets, encryption, logging, and incident-response expectations.
- Experience with AWS GovCloud, Azure Government, VA Enterprise Cloud, or a comparable regulated cloud environment.
- OAuth 2.0 and OpenID Connect, token validation, role and permission models, secure API integration, and PHI or PII safeguards.
AI-Forward Delivery
- At least 1 year of daily use of Claude Code, OpenAI Codex, Cursor, GitHub Copilot, or equivalent coding agents.
- Strong human review, automated testing, security checks, and traceable release discipline.
- Experience using approved AI tools without exposing PHI, PII, CUI, credentials, production data, or sensitive architecture to uncontrolled services.
Consulting and Business Structure
- At least 5 years of client-facing consulting or equivalent senior stakeholder delivery.
- Excellent written and verbal communication, requirements discovery, facilitation, and outcome ownership.
- Active owner-operated LLC or S-Corp required.
- 1099 Corp-to-Corp only. No W-2 and no staffing agencies.
- Ability to satisfy federal suitability or Public Trust requirements when an engagement requires it.
What You'll Do
- Assess existing VA or federal-health application workflows, integration boundaries, accessibility, and operational risks.
- Define an incremental modernization roadmap and deliver production improvements.
- Build and secure APIs, services, user experiences, and data-backed workflows.
- Integrate with applicable VA identity, health, benefits, or facility services.
- Apply Section 508 and WCAG testing throughout design and development.
- Produce architecture diagrams, decision records, threat models, tests, runbooks, and audit-ready technical evidence.
- Pair with client teams so they can safely operate and extend the solution.
- Use AI coding agents to accelerate delivery within approved data and security boundaries.

- VA Lighthouse, FHIR R4, SMART on FHIR, US Core, VistA, CPRS, Oracle Health or Cerner
- VA Design System, U.S. Web Design System, axe, JAWS, NVDA, VoiceOver, or TalkBack
- .NET, Java, Ruby, TypeScript, React, Angular, Next.js, Postgres, or SQL Server
- Docker, Kubernetes, Terraform or Bicep, CI/CD, OpenTelemetry, and cloud-native diagnostics
- Healthcare, clinical, benefits, claims, eligibility, pharmacy, or Veteran-service workflows
