JOB DESCRIPTION

PUBLIC WORKS

DEPUTY DIRECTOR – OPERATIONS

GENERAL STATEMENT OF DUTIES: Responsible for assisting the Director of Public Works in formulating
long term programs of the various divisions of the Department of Public Works. Under the general
supervision of the Director, plans, organizes and supervises all functions of Town facilities, including the
areas of safety, maintenance, grounds, custodial, operations, transportation, energy conservation,
sustainability, long-term facility planning, facilities services budget and oversight of major capital building
and repair projects as assigned. Oversight of the Town’s hazardous and environmental matters. Also
responsible for the organization, administration and coordination of management's projects and activities
of the various divisions of the Public Works Department.

SUPERVISION RECEIVED: Works under the general direction of the Director of Public Works who reviews
work for accomplishment of objectives and/or programs and for conformance to general policies.

SUPERVISION EXERCISED: Coordinates assigned special projects within and between divisions of Public
Works which at times requires direct supervision of personnel within the division involved. Assumes full
direction of the Department of Public Works and personnel within the divisions in the absence of the Director
of Public Works.

ESSENTIAL JOB FUNCTIONS:

Preparation of reports and the development of systems to improve productivity in the department

and insure the quality control of Town projects;

Supervises, directs, assigns and evaluates the daily work of assigned staff; trains employees in work

procedures, standards and safety practices, interviews and recommends selection of job applicants,
appraises employee performance, conducts informal counseling on work issues, prepares
documentation and improvement plans for deficiencies, and recommends performance recognition
and disciplinary action;

Provide professional leadership including effective deployment of the staff, effective forecasting,

planning and analysis, project management, scheduling, budget development and control, analytical
and accountability analysis, equipment and/or fleet replacement planning.

Develop and monitor ongoing preventative and deferred maintenance programs for all major

mechanical and electrical systems of the Town as well as for grounds, the swimming pool, buildings
and other areas as required.

Assure compliance with established safety regulations and precautions by all Department of Public

Works’ staff;

Provide for effective orientation and continuing training to minimize accidents and injuries;

Develop departmental policies and procedures to insure a safe, efficient and cost effective

operation;

Oversee improvement projects, including planning, development of bid specs, monitoring

construction work acceptance, renovations, parking lot improvements, concrete work, carpet and tile
installation, ADA compliance, etc.;

Plan, develop, set goals, prioritize, and schedule activities and clearly communicate performance

output expectations including full utilization of the electronic work order system;

Develop and administer an effective and efficient preventative maintenance program;

May serve as a liaison for various Town committees;

Attendance at meetings after normal work hours may be required;

May assist the Division Managers in the development of effective systems for the planning,

organization, control and timely reporting of projects under their supervision;

Assists in the development of measurements of productivity in the various divisions;

May assist in the negotiations for the department with appropriate bargaining units and acts as an

advisor to the director in the grievance procedure; researches and complies data; assists the various
divisions of the Department of Public Works in the organization, administration and coordination of
programs and activities;

assists in the application for and administration of State and Federal grants;

Collects and compiles data necessary to reply to citizen inquiries and takes necessary action to

correct faulty practices and resolve problems revealed by reasonable complaints;

Prepares monthly reports for the Director on all current projects within the various divisions;

OTHER JOB FUNCTIONS : Performs related work as required by the Director of Public Works.

Work performed is mostly in office settings. Some outdoor work is required. Hand-eye coordination is
necessary to operate computers and various pieces of office equipment. While performing the duties of

objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit;
climb or balance; stoop, kneel, crouch, and crawl; talk and hear; and smell. Employee must occasionally
lift and/or move up to 25 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral
vision, depth perception and the ability to adjust focus.

WORK ENVIRONMENT: The work characteristics described here are representative of those an employee

While performing the duties of this job, the employee occasionally works in outside weather conditions.
The employee occasionally works near moving mechanical parts and in high, precarious places and is
occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic
chemicals, risk of electrical shock, and vibration. The noise level in the work enviornment is usually quiet
to moderate.

Must be able to concentrate on fine detail with some interruption. Needs to attend to task/function for more
than 60 minutes at a time. Able to understand and relate to specific ideas, generally several at a time and
to understand and relate to theories behind several related concepts. Able to remember task/assignment
given to self and others over long periods of time.

MINIMUM QUALIFICATIONS: KNOWLEDGE, SKILL AND ABILITY:

Considerable knowledge of the principles & practices of civil engineering related to public works;

Principles and practices of facility maintenance, grounds keeping and custodial including plumbing,

electrical, carpentry, HVAC, interior partitioning and finishing, landscape maintenance, irrigation,
fertilization and pest control, and tree trimming;

Methods, materials, tools and equipment used in building maintenance, grounds keeping, and

practices usual to highway and storm water drainage;

Principles and practices of supervision including work planning, direction and personnel practices;

Applicable laws, codes, regulations and standards governing building construction and

maintenance, and grounds keeping;

Safety and safe working practices for building maintenance, custodial and grounds keeping work.

Considerable knowledge of resource management and office management including budgeting;

Ability to deal with the public, Town officials and associates in a courteous manner.

EXPERIENCE AND TRAINING: A Bachelor's degree such as plant engineering, facilities management,
or a related field that would be necessary to professionally maintain large physical plants and five (5)
years employment in a supervisory or administrative capacity in a related field or any equivalent
combination of experience and/or training. An engineering/architectural or facilities management area
background is desirable; Progressively responsible managerial/supervisory experience especially with
bargaining units.
