Job Summary

Job Summary: The Corporate Compliance Officer (CCO) establishes and implements an effective compliance program to prevent illegal, unethical, or improper conduct. The CCO acts as staff to the President by monitoring and reporting results of the compliance and ethics efforts of the company and in providing guidance for the Executive Board and senior management team on matters relating to reporting and compliance. The CCO will have direct access to the Executive Board of Directors.

Adhere to the TCC Ch' eghwtsen' model of service and guiding principle which requires providing timely and effective service along with the ability to interact with others in a way that inspires trust and demonstrates respect, compassion and empathy.

Essential Functions

Essential Functions: This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Essential Functions: Under the general supervision of the Chief/Chairman the job incumbent:

1. Manages day-to-day operation of the compliance program.

2. Provide operational oversight of internal Compliance incident reporting system, ensure timely review, documentation, and follow-up of reported concerns.

3. Analyze incident and investigation data to identify trends, emerging risks, and organizational compliance gaps.

4. Develops and periodically reviews and updates Code of Conduct to ensure continuing currency and relevance in providing guidance to management and employees.

5. Collaborate with other departments to direct compliance issues to appropriate existing channels for investigation and resolution.

6. Respond to alleged violations of rules, regulations, policies, procedures, and Standards of Conduct by evaluating or recommending the initiation of investigative procedures as outlined in the TCC Compliance Plan.

7. Work with the Human Resources Department and others as appropriate to develop an effective compliance training program, including appropriate introductory training for new employees and ongoing training for all employees and managers.

8. Periodically (and as needed) reports to senior management, Executive Board and Health Board on compliance issues and initiatives. When necessary, direct reporting to the Executive Board is expected.

9. Act as an independent review and evaluation body to ensure that compliance issues and concerns within the organization are being appropriately evaluated, investigated, and resolved.

10. Assists Division and Department Directors in establishing departmental mechanisms to monitor compliance based on the system-wide program, policies and procedures.

11. Assist the Legal and Finance Departments in coordinating internal compliance reviews and monitoring activities.

12. Support accreditation and regulatory compliance activities, including AAAHC, CARF, FTCA, and HRSA requirements.

13. Conduct unannounced mock surveys, inspections, audits and investigations periodically to assess staff readiness and to specifically identify where corrective actions are needed.

Other Responsibilities:

Minimum Qualifications

Qualifications:

1. Bachelor s Degree in a related field; Master s Degree in a related field or JD preferred.

2. Compliance Certification (CHC, CHPC or related) by an accredited compliance association, such as HCCA, HIMSS, AHIMA or equivalent.

3. A minimum of two (2) years of experience in leading corporate compliance or risk management.

4. Must pass background check pursuant to federal Indian Child Protection and Family Violence Prevention Act requirements and State of Alaska background check.

Knowledge, Skills and Abilities:

1. Ability of competently and successfully manage compliance in a heavily regulated, federally funded, tribal health care environment.

2. Demonstrated leadership ability and the ability to communicate effectively both in the oral and written form.

3. Thorough knowledge of healthcare laws, regulations and standards.

4. Understanding of coding and reimbursement systems, risk management, and performance improvement helpful.

5. Knowledge of accounting and financial practices.

6. Prior IHS/PHS or Federal hospital experience and/or rural hospital experience desired.

7. Knowledge of health accreditation standards and practices.

8. Experience in conducting and supervising thorough investigations of compliance related matters.

Supervision: There are no supervisory responsibilities.

Supervision

Physical demands: Work is primarily sedentary. May require extended hours and travel. Light lifting required in support of supplies. Incumbent must be able to work effectively in a busy and sometimes stressful environment.

Summation

Summation: The CCO will have the skills and experience sufficient to identify potential issues within a variety of compliance areas (Health, Finance, Program Planning, Licensing, Funding, Agency Policy, etc.). The CCO will be able to remain objective and function independently from other agency departments. The CCO, together with the Corporate Compliance Committee and senior management, is authorized to implement all necessary actions to ensure achievement of the objectives of an effective compliance program.
