Full Job Description

Job Summary

The Enterprise Services Director provides strategic leadership and executive oversight of the City’s shared business services including Information Technology (IT), Human Resources, Finance/Accounting, Fleet Services, and Municipal Court. This position sets citywide strategy and policy for enterprise systems and administrative services, directs operational and capital budgets, ensures regulatory and audit compliance, manages executive-level vendor/contract relationships, and partners with elected and appointed officials to deliver reliable, equitable, and cost-effective services across departments.

Authority and responsibility (examples)

Serve as department head for Enterprise Services; develop and implement enterprise strategy, policies, and standards.
Direct annual operating and capital budgets for enterprise functions; authorize expenditures within delegated authority.
Establish governance for enterprise systems, security, data management, procurement, and service-level expectations.
Represent the City with external partners, vendors, and intergovernmental bodies on enterprise service matters.

Essential Job Functions

Provide strategic direction and oversight for IT (infrastructure, applications, help desk, cybersecurity), HR operations (recruitment, classification, benefits administration), Finance functions (general ledger, payroll, budgeting, procurement), Fleet maintenance and replacement strategy, and Facilities management (buildings, custodial, maintenance, leases).
Lead enterprise project delivery (ERP/financial systems, HRIS, major technology implementations), ensuring scope, schedule, budget, and change management controls.
Develop and maintain enterprise policies (acceptable use, data governance, continuity/disaster recovery, records retention, procurement).
Manage vendor/contract life cycle for major enterprise contracts; negotiate terms and ensure performance.
Oversee talent strategy for enterprise services: workforce planning, succession, recruitment, training, performance management.
Ensure compliance with applicable laws, City policies, and audit requirements; partner with City Attorney and auditors as needed.
Drive continuous improvement, service-level reporting, and customer satisfaction metrics for internal City departments.
Serve on executive leadership teams and advise the City Manager and City Council on enterprise risks and investments.
Perform other duties as assigned by the City Manager or designee.

Supervisory responsibilities

Full supervisory responsibility for Enterprise Services division staff, including managers and their teams (hiring, discipline, performance evaluation, training, workforce planning).
Knowledge, skills and abilities
- Strategic planning and organizational leadership across administrative and technical disciplines.
- Strong financial acumen and experience with budgeting, capital planning, and audit processes.
- Deep understanding of enterprise IT architectures, cybersecurity, HR and payroll systems, and facilities/fleet lifecycle management.
- Excellent communication, stakeholder engagement, and change management skills.
- Ability to lead through complexity and prioritize competing demands.
Physical requirements and work environment
- Primarily office-based with periodic visits to City facilities, shops, and worksites; ability to travel between City locations.
- Typical ability to sit/stand and use standard office equipment; occasional site visits may require moderate physical activity.

Minimum Qualifications

Education: Bachelor’s degree in Public Administration, Business Administration, Information Systems, Accounting/Finance, or related field. Master’s degree preferred.
Experience: Minimum 7–10 years of progressively responsible experience managing multiple enterprise functions with at least 3–5 years in an executive leadership role; public-sector experience preferred.
Demonstrated success leading enterprise system implementations, cross-functional teams, complex budgets, and vendor negotiations.
