We are seeking an experienced and compassionate Director – Community and Housing Services to provide leadership and oversight for our community-based programs and HUD housing services. Reporting to the Regional Vice President, the Director is responsible for program operations, regulatory compliance, employee leadership, fiscal accountability, quality assurance, and—most importantly—ensuring the health, safety, welfare, rights, and quality of life of the people we support.
This leadership position plays an important role in ensuring our services reflect the principles of Everyday Lives and person-centered practices. The Director works to ensure that people have choice and control over their lives, opportunities to participate meaningfully in their communities, relationships with family and friends that are nurtured and protected, and the individualized supports necessary to pursue the lives they choose.
Key Responsibilities

Provide leadership and administrative oversight for assigned community programs, services, and HUD housing projects.

Ensure programs maintain full compliance with applicable Federal, State, and local licensing, certification, regulatory, and funding requirements.

Ensure the effective implementation of health and safety, fire safety, emergency preparedness, sanitation, infection control, and security standards.

Promote and maintain person-centered services consistent with the principles of Everyday Lives.

Ensure the rights, dignity, confidentiality, health, welfare, and safety of the people we support are protected.

Monitor person-centered plans/plans of care, health services, medical records, admission and discharge practices, and other required program documentation.

Recruit, interview, recommend for hire, orient, train, supervise, coach, and evaluate assigned employees.

Develop appropriate staffing patterns and schedules to ensure effective program operations and continuity of services.

Address employee performance, disciplinary matters, complaints, and grievances in accordance with organizational policies and procedures.

Review and approve employee payroll and time records as assigned.

Develop and maintain quality assurance and customer service improvement initiatives.

Monitor program productivity, workflow, service quality, and performance standards.

Participate in departmental budget development, monitor expenses, analyze financial information, control costs, and safeguard organizational resources.

Represent Skills and its community programs with Federal, State, and local governmental agencies, funding sources, families, community partners, and other stakeholders.

Conduct regular visits to assigned program locations to maintain a visible leadership presence, support employees, and identify opportunities for improvement.

Respond to reportable incidents in accordance with regulatory requirements and organizational policies and serve as an Incident Manager Representative.

Assist with program development, proposals, publications, and the acquisition or development of new community facilities as assigned.

Maintain required records, reports, files, and electronic data systems.

Participate in organizational strategic planning and contribute as a member of the management team.

Remain current on regulatory requirements, best practices, and developments within the intellectual/developmental disabilities and human services fields.

Participate in continuing education, professional organizations, committees, and required organizational meetings.

Step into operational responsibilities when needed to ensure continuity, quality, and safety of services.

Perform other related duties as assigned.

Requirements:
Education & Experience
-
Bachelor’s degree in Education, Psychology, Public Health, Rehabilitation, Social Work, Therapeutic Recreation, Intellectual/Developmental Disabilities, Human Services, or a related field.

Minimum of five years of supervisory experience within the intellectual/developmental disabilities and/or human services field.
-
Demonstrated experience leading employees and overseeing programs in a regulated human services environment.
Knowledge, Skills & Qualifications
-
Knowledge of Pennsylvania’s state and county mental health and intellectual/developmental disabilities service systems.
-
Familiarity with Pennsylvania’s Multi-Year Plan and related human services initiatives.

Strong understanding of the principles of Everyday Lives and person-centered practices.

Demonstrated leadership, supervision, coaching, and employee-development skills.

Ability to interpret and apply Federal, State, and local regulations, licensing requirements, policies, and procedures.

Strong organizational and time-management skills with the ability to oversee multiple programs, employees, priorities, and deadlines.

Experience with budgeting, cost management, financial oversight, and responsible stewardship of organizational resources.

Excellent written, verbal, interpersonal, and professional communication skills.

Ability to build productive relationships with the people we support, families, employees, government and regulatory agencies, funding sources, and community partners.

Strong judgment and problem-solving skills, including the ability to respond effectively to incidents, emergencies, and changing operational needs.

Ability to maintain confidentiality and comply with HIPAA and other privacy requirements.
