HR/Payroll Manager – Construction Payroll - Indeed Ad

Location: Houston, TX
Job Type: Full-Time
Work Location: In Person
Pay: $85,000–$95,000 annually, depending on experience
Schedule: Monday to Friday, with weekends as needed
Reports To: Controller

Position Overview

Kodiak CSUSA South Central is seeking a detail-oriented and experienced HR/Payroll Manager to join our team in Houston, TX. This role is responsible for managing weekly payroll, HR functions, employee benefits, compliance, employee records, certified payroll, and prevailing wage reporting.

The ideal candidate will have strong payroll and HR experience, excellent attention to detail, and the ability to manage multiple priorities in a fast-paced environment. Experience in construction, certified payroll, prevailing wages, accounting, or payroll systems such as ADP, Paycom, COINS ERP+, QuickBooks, or NetSuite is highly preferred.

Responsibilities

The HR/Payroll Manager will process weekly payroll accurately and on time while ensuring compliance with federal, state, and local payroll regulations. This position will manage employee benefits administration, including enrollments, changes, deductions, and compliance reporting.

This role will handle payroll deductions, garnishments, tax filings, certified wage reporting, and prevailing wage requirements based on employee work classification. The HR/Payroll Manager will also oversee new hire onboarding, terminations, employee records, HRIS updates, and payroll system accuracy.

The HR/Payroll Manager will assist with employee relations, policy implementation, labor law compliance, and payroll-related questions. This position will also work closely with accounting, operations, and leadership to resolve discrepancies, support reporting needs, and maintain accurate payroll and HR records.

Qualifications and Skills

Qualified candidates should have at least 5 years of experience in HR, payroll, accounting, or a related role. Experience in construction payroll, certified payroll, prevailing wages, Davis-Bacon wage reporting, or government contract payroll is strongly preferred.

Candidates should have strong knowledge of payroll laws, labor laws, payroll tax regulations, benefits administration, garnishments, deductions, onboarding, employee records, and compliance reporting. Experience with ADP, Paycom, COINS ERP+, QuickBooks, NetSuite, HRIS platforms, payroll software, and accounting systems is highly valuable.

The ideal candidate will be highly organized, detail-oriented, trustworthy, and able to maintain confidentiality. Strong Excel skills, problem-solving ability, communication skills, and the ability to work collaboratively across departments are required.

A bachelor’s degree in Accounting, Finance, Human Resources, Business Administration, or a related field is preferred.
