POSITION SUMMARY
The Talent Acquisition & HR Specialist serves as the primary on-site Human Resources representative for the Texas facility, with a strong emphasis on full-cycle recruiting and workforce development. This role is responsible for leading high-volume and strategic hiring initiatives while supporting and managing day-to-day HR operations to ensure compliance with company policies and employment regulations.
This position performs professional-level responsibilities across key HR functions including talent acquisition, onboarding, employee relations, payroll coordination, training and development, benefits administration, and regulatory compliance.
The Talent Acquisition & HR Specialist partners closely with facility leadership to attract, hire, and retain top talent, promote a positive workplace culture, and ensure consistent implementation of HR policies and procedures. This role requires a highly organized, proactive professional with strong recruiting expertise and the ability to build relationships at all levels of the organization.
ESSENTIAL RESPONSIBILITIES
Talent Acquisition & Workforce Planning
- Lead full-cycle recruiting efforts for hourly and salaried roles, including job postings, community outreach initiatives and sourcing, screening, interviewing, and offer negotiation.
- Partner with hiring managers to understand staffing needs, develop recruiting strategies, and ensure timely fulfillment of open positions.
- Proactively source candidates through multiple channels including job boards, referrals, community outreach, and networking.
- Manage applicant tracking, candidate communication, and recruiting metrics to ensure an efficient and positive candidate experience.
- Coordinate and participate in job fairs, hiring events, and community recruiting initiatives.
- Develop and maintain talent pipelines to support ongoing and future hiring needs.
HR Operations & Employee Lifecycle
- Serve as the primary HR point of contact for employees and managers at the Texas facility.
- Facilitate new hire onboarding, orientation, and integration into the organization.
- Prepare and administer employee status changes including hires, transfers, and terminations.
- Maintain accurate and confidential employee personnel files and HR documentation.
Payroll & Timekeeping Administration
- Process payroll and ensure accuracy of employee time records.
- Train and support leaders on timekeeping systems and ensure timely approval of timecards.
- Monitor attendance, overtime, and related payroll reports for policy compliance.
Compliance & Recordkeeping
- Ensure compliance with employment laws and regulations, including proper Form I-9 completion and audits.
- Maintain HR compliance logs including OSHA records, attendance tracking, and corrective actions.
- Manage HR data systems and ensure accurate recordkeeping and reporting.
Employee Relations
- Serve as a trusted advisor to employees and management regarding HR policies and workplace issues.
- Coach supervisors on performance management, disciplinary actions, and employee development.
- Support resolution of employee relations issues in a professional and confidential manner.
Training & Development
- Coordinate and support training programs, including new hire training and ongoing development initiatives.
- Identify training needs in partnership with leadership and support workforce development efforts.
- Track and maintain training records and compliance documentation.
Benefits Administration
- Assist employees with benefits enrollment and eligibility for medical, dental, vision, and retirement plans.
- Support open enrollment processes and resolve benefit-related issues with vendors.
- Verify billing accuracy and coordinate submissions for payment processing.
Safety & Workers' Compensation Support
- Partner with Safety leadership on incident investigations and reporting.
- Coordinate care for workplace injuries and assist with workers’ compensation processes.
Unemployment & Employment Administration
- Manage unemployment claims and respond to agency requests.
- Prepare documentation and represent the company in unemployment hearings as needed.
Employee Engagement & Culture
- Support engagement initiatives including recognition programs, events, and employee communications.
- Partner with leadership to enhance workplace culture and positive employee experience.
Reporting & Data Analysis
- Track and analyze recruiting metrics (time-to-fill, turnover, applicant flow) and HR data.
- Prepare reports to support workforce planning and business decisions.
Additional Responsibilities

MINIMUM QUALIFICATIONS
Education and Experience
- High School Diploma or GED required.
- Associate’s or Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
- Minimum of three (3) years of Human Resources experience required.
- Minimum of two (2) years of full-cycle recruiting experience strongly preferred.
- Experience in manufacturing or high-volume hiring environments preferred.
- Bilingual in English and Spanish required.
Knowledge, Skills, and Abilities
- Strong recruiting and interviewing skills with the ability to assess candidate fit.
- Knowledge of employment laws and HR best practices.
- Proficiency with Microsoft Office (Word, Excel, Outlook, PowerPoint).
- Experience with ADP TotalSource or similar HRIS/ATS systems preferred.
- Ability to manage multiple requisitions and priorities in a fast-paced environment.

WORK ENVIRONMENT
