Job Overview
The Project Manager / Business Development Manager is responsible for supporting the growth and operational success of Mallard Duck Bay Enterprises, LLC (MDB). Reporting directly to the Chief Executive Officer (CEO) and/or General Manager, this position combines project management, business development, capture management, proposal development, customer relationship management, and contract execution responsibilities in support of the company’s federal contracting objectives.
The Project Manager / Business Development Manager is responsible for identifying, qualifying, pursuing, winning, and executing federal contracting opportunities. This role requires an experienced federal contracting professional capable of balancing business development activities with project execution while maintaining strong customer relationships and contract performance.
The Project Manager / Business Development Manager works closely with company leadership, customers, teaming partners, subcontractors, consultants, and support personnel to support revenue growth, successful contract execution, and organizational objectives. Success in this role will be measured through business development contributions, contract awards, proposal activity, project performance, customer satisfaction, profitability, and achievement of annual company goals.
This is a dual-function role combining hands-on project management with business development and capture responsibilities. The successful candidate must be comfortable operating with little to no administrative support and be fully capable of managing their own workload, documentation, and deliverables.
Major Responsibilities
Business Development & Growth
- Identify, qualify, and pursue federal contracting opportunities aligned with company objectives.
- Build and maintain relationships with federal agencies, contracting officers, small business offices, teaming partners, subcontractors, and industry stakeholders.
- Monitor procurement forecasts, SAM.gov opportunities, agency priorities, and market trends.
- Develop and maintain opportunity pipelines and business development tracking tools.
- Represent MDB at customer meetings, conferences, industry days, networking events, and other business development activities.
- Support development and execution of account plans, customer engagement strategies, and growth initiatives.
Capture Management & Proposals
- Lead or support opportunity qualification, bid/no-bid recommendations, capture planning, and contract pursuit activities.
- Coordinate internal and external proposal resources to support timely and compliant proposal submissions.
- Assist in the development of technical approaches, staffing plans, pricing strategies, and estimating assumptions.
- Prepare or support proposal content, capability statements, presentations, and marketing materials.
- Develop strategic partnerships, teaming agreements, and subcontractor relationships that strengthen MDB’s competitive position.
Project & Contract Management
- Manage assigned contracts, programs, and projects from award through closeout.
- Develop and maintain project schedules, budgets, forecasts, and performance metrics.
- Monitor project performance, subcontractor performance, quality, safety, schedule adherence, and customer satisfaction.
- Coordinate with customers, subcontractors, consultants, and project personnel to ensure successful contract execution.
- Manage project documentation, modifications, change orders, invoices, deliverables, and closeout requirements.
- Identify and resolve operational, contractual, and performance issues.
- Review and monitor project profitability, resource utilization, and contract performance.
Customer & Partner Relations
- Serve as a primary point of contact for assigned customers, teaming partners, and subcontractors.
- Maintain strong customer relationships and support long-term business development efforts.
- Represent MDB professionally and ethically in all business interactions.
Financial & Operational Support
- Assist with development of project budgets, estimates, forecasts, and operating plans.
- Support review of project performance reports, financial reports, and key performance indicators.
- Assist company leadership in evaluating business opportunities, project risks, staffing requirements, and strategic initiatives.
Compliance & Corporate Support
- Ensure compliance with applicable SBA programs, HUBZone requirements, ANC regulations, FAR, DFARS, CMMC, and other applicable federal contracting requirements.
- Maintain awareness of regulatory, contractual, and industry developments that may impact company operations.
- Support preparation of reports, presentations, and strategic updates requested by company leadership.
- Perform other duties as assigned.
Education/Experience
Required Education/Experience
- Bachelor’s Degree in Business Administration, Construction Management, Engineering, Project Management, Finance, Marketing, or a related field from an accredited university; equivalent combination of education and experience may be considered.
- Minimum five (5) years of progressively responsible experience in federal government contracting, including business development, project management, proposal development, contract administration, program management, or operational leadership.
- Demonstrated experience managing federal contracts, programs, or projects from award through closeout.
- Experience identifying, qualifying, pursuing, and supporting the capture of federal contracting opportunities.
- Experience supporting or leading proposal development efforts, including technical approaches, staffing plans, estimating, pricing strategies, or capture activities.
- Experience managing customer relationships, subcontractors, consultants, and multidisciplinary teams.
- Working knowledge of federal acquisition regulations, contract administration requirements, and government contracting compliance.
- Experience monitoring project performance, schedules, budgets, profitability, and resource utilization.
- Ability to work independently, exercise sound business judgement, and effectively manage competing priorities.
Preferred Education/Experience
- Experience working with SBA 8(a), HUBZone, Small Disadvantaged Business (SDB), Alaska Native Corporation (ANC), or other socioeconomic contracting programs.
- Experience supporting federal facilities support services, operations and maintenance, construction, environmental, information technology, or professional services contracts.
- Existing relationships with federal agencies, contracting officers, small business offices, teaming partners, subcontractors, or industry stakeholders.
- Experience with Department of Defense (DoD), U.S. Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), General Services Administration (GSA), Department of Interior (DOI), or other federal agencies.
- Project Management Professional (PMP) certification or equivalent professional certification.
- Experience with federal proposal development, capture management, estimating, pricing strategy, and contract pursuit activities.
- Experience working with Alaska Native Corporations and familiarity with the Alaska Native Claims Settlement Act (ANCSA).

Certifications & Training

Physical Demands
- Sedentary to light physical workload that requires but is not limited to the ability to walk, lift, grasp, talk, hear and perform repetitive motions.

Compensation
This position may be filled as an independent contractor, consultant, or part-time employee. Compensation will be commensurate with experience, qualifications, anticipated level of involvement, and demonstrated ability to support the company's growth and operational objectives. Incentive compensation may be available based on contract awards, business development contributions, company profitability, and achievement of established performance objectives.
